Effect Evaluation And Optimization Countermeasures Of Rural Residential Environment Improvement In Changji City

To promote the improvement of rural human settlements is an important task of Rural Revitalization Strategy,and also an internal requirement of building a beautiful countryside.In recent years,under the background of the comprehensive promotion of the rural human settlement environment improvement in China,the implementation of the decision and deployment of the general office of the CPC Central Committee and the State Council has effectively promoted the rural human settlement environment improvement,and made some achievements.However,in the process of rural residential environment improvement,there are still many problems,such as the promotion of the improvement work is not balanced,the implementation of policies and actions is not in place,the improvement effect is not significant,and there is still a certain gap with the rural residents’ yearning for a better life.Therefore,it is very important to evaluate and summarize the effect of rural human settlements improvement and find out the problems and deficiencies in rural human settlements improvement in a timely manner when the rural human settlements improvement action is fully implemented.The development of agriculture and rural areas in Xinjiang is unbalanced.The problems of weak foundation,weak foundation and lagging development are still prominent.The problem of per capita environmental improvement in rural areas is particularly obvious.The overall situation is still not optimistic.This is not only a short board to realize rural revitalization,but also a soft rib to build a well-off society in an all-round way.Therefore,while comprehensively promoting and implementing the rural human settlement environment improvement action,it is particularly critical to scientifically evaluate the implementation effect of the rural human settlement environment improvement action in time for the construction of ecological civilization and Rural Revitalization in rural areas of Xinjiang.Based on the above background,this paper takes Changji City as the research area,which is a typical pilot area of rural human settlements improvement,introduces the basic situation of Changji City and the implementation background of the three-year action plan of rural human settlements improvement in Changji City,and makes a comparative analysis of the situation before and after the improvement of rural human settlements in Changji City Based on the six key tasks in the threeyear action plan,this paper constructs the evaluation index system of rural human settlements improvement effect in Changji City by using the analytic hierarchy process,and evaluates the effect of rural human settlements improvement in Changji City by using the fuzzy comprehensive evaluation method.The evaluation results show that:(1)the overall effect of rural human settlements improvement in Changji City is high.The overall comprehensive evaluation score of the villages in the sample area is 3.03,which is between 3 and 4(good to very good).According to the principle of maximum membership,it belongs to the better level,which indicates that the effect of rural human settlements improvement in Changji City is good and has achieved certain results.(2)From the perspective of the six key tasks of rural human settlement environment improvement in Changji City,the order of improvement effect from large to small is village planning management(3.22)> construction and management mechanism(3.21)> rural domestic waste treatment(3.09)>rural domestic sewage treatment(2.97)> village appearance treatment(2.93)> toilet manure treatment(2.74),and according to the principle of subordination,all of them are relatively effective Good grade.(3)From the 22 index levels,there are 6 indexes between 2-3(general ～ good)and 16 indexes between 3-4(good ～ very good).According to the principle of maximum membership,all of them belong to good.However,comprehensive comparison shows that the effect of each subsystem has obvious differences,and there are still deficiencies in some aspects.Accordingly,according to the research results,this paper puts forward some suggestions for the improvement of rural human settlements in Changji City.Lastly,the content of the full text is summarized,points out the existing shortcomings,and puts forward the future research focus and direction.
