| Rural habitat improvement is an important tool to realize rural revitalization and socialist modernization, and the study of this issue can help us to identify the problems and shortcomings of the current rural habitat improvement work, and find out the focus of rectification,so as to improve the effectiveness of rural habitat improvement. As an emerging town,Yang’an street shows significant urban-rural dichotomy in the process of rural habitat improvement, and it is formed by the merger of four districts,so there are obvious differences in policies in the area. This paper firstly describes the overall improvement of the human environment in Yangan Street in seven aspects: the current situation of the living environment, the current situation of the agricultural environment, the village planning, the rural infrastructure, the economic development, the awareness of human living, and the rural social services,in order to grasp the current situation of the human environment in the area;then, from the seven aspects of the living environment, the agricultural environment, the village planning, the rural infrastructure, the economic development, the awareness of human living Then, the evaluation index system of rural habitat environment was built by selecting indicators from seven aspects: living environment sanitation, agricultural environment sanitation, village planning, rural infrastructure, economic development, habitat awareness, rural social services, and using principal component analysis to evaluate the rural habitat environment of Yang’an street as a whole, and exploring the results of the evaluation scores from two aspects: rural habitat hard environment and soft environment;again, the evaluation scores from living environment sanitation, agricultural surface source pollution, village planning differences between districts, rural infrastructure, urban and rural residents’ income and expenditure differences, and habitat awareness were evaluated. The problems and possible causes of the problems are summarized in seven aspects: living environment and sanitation, agricultural surface pollution, village planning differences between districts, rural infrastructure, income and expenditure differences between urban and rural residents, awareness of habitat and environment, and supply of rural social and public services, and finally, suggestions are made.Through the study,we found that the following problems exist in the process of rural habitat environment improvement in Yang’an street:(1)the living environment is not sanitary, and the treatment of domestic garbage and domestic sewage needs to be strengthened;(2)the agricultural surface source pollution load is large, focusing on the serious pollution of livestock and poultry breeding, the large amount of pesticides and fertilizers used, and the low comprehensive utilization rate of straw;(3)the differences between village planning areas are large, and the planning styles of the four areas are(4)rural infrastructure still needs to be strengthened, water, electricity, gas and road networks have not yet achieved full coverage;(5)urban and rural residents have large differences in income and expenditure, and the difference between income and expenditure and the balance of funds is obvious;(6)the awareness of human living environment is not strong, there are still some people think that the human living environment is not important;(7)the supply of rural social public services is insufficient, mainly in the lack of libraries, cinemas, socially funded nursing homes,etc..Through the targeted analysis of the problems, this paper believes that there are seven reasons corresponding to the following:(1)Inadequate supervision of living environmental sanitation, mainly because the supervision and evaluation mechanism is not perfect, and the supervision of cleaning personnel and the public in the disposal of domestic garbage and sewage is not in place;(2)Inadequate prevention and control measures of agricultural environmental sanitation, and the excessive pursuit of agricultural industrial benefits leads to the neglect of agricultural environmental protection problems.(3)Differences in geo-policy,there are reasons such as remediation barriers, personal preferences of the masses, and weak law enforcement of village groups;(4)Insufficient financial investment, imperfect infrastructure in emerging towns, and strong dependence on financial investment;(5)Differences in the value of labor, urban labor compared to rural labor, due to its fine division of labor and compact working conditions, the value of output industrial products is higher than that of agricultural products(6)the lack of ownership and the over-involvement of the government leads to the dependence of the masses and society on the government;(7)the weak carrying capacity of towns and cities, which is not strong in terms of infrastructure, industrial chains and population base.Combining the above problems and causes, this paper draws the following conclusions:(1)strengthen the regulation of living environmental health, mainly by building rules and regulations to strengthen supervision and encourage the masses to supervise each other;(2)implement prevention and control measures at multiple levels, such as physical and biological, for the disposal of livestock and poultry waste, the use of pesticides and fertilizers, and the comprehensive use of straw, this paper believes that physical and biological measures can be taken to solve the problem;(3)do scientific(4)increase the financial investment, mainly by increasing the efforts to obtain funds from the top and grasping the introduction of social capital;(5)speed up the urbanization process, focusing on promoting the citizenship of local villagers and attracting foreign talents;(6)establish a long-term cooperative governance mechanism, forming a cooperative mechanism involving the government, social institutions and the public.(6)establishing a long-term cooperative governance mechanism, forming a cooperative mechanism involving the government, social institutions and the public to build and share together;(7)enhancing the carrying capacity of towns, mainly by strengthening infrastructure investment, extending industrial chains and increasing the urban population.. |
