| Report to the 20 th National Congress of the Communist Party of China(CPC)continues to make important deployment for rural revitalization.The development and expansion of rural collective economy is not only an economic issue,but also a political issue.Since 2004,the CPC Central Committee has taken the work of "agriculture,rural areas,and rural residents" as the “No.1 central document” for 20 consecutive years,and consistently focused on the development of "agriculture,rural areas,and rural residents" to consolidate the foundation of economic and social development.The development and expansion of rural collective economy is an important way to solve issues relating to agriculture,rural areas and rural residents.It is not only related to the national economy and people’s livelihood,but also plays an important role in rural modernization and promoting rural revitalization on all fronts.With the implementation of the rural revitalization strategy,most of the rural areas lack the capacity and motivation for independent development,which necessarily requires strong promotion from governments at all levels,especially at the grassroots level.So how to effectively play the guiding role of the government and sufficiently exert the governmental functions need to be explored and activated step by step in practice,in order to promote the high-quality development of the village-level collective economy.With the implementation of the rural revitalization strategy as the background,this paper has studied the problems and suggestions of the functions of the grassroots government in the collective economic development of Dayu Village in Chongzhou City,Sichuan Province since 2016,and analyzed the status of the collective economic development of Dayu Village and the functions of the grassroots government in it through field research and questionnaire survey.It is found that the grassroots government guides the development of rural collective economy actively through various measures and has achieved certain results.However,the grassroots governments fail to fully mobilize the enthusiasm of villagers in playing their functions and roles,excessive intervene,inadequately manage collective economic organizations,disposal project funds inefficiently and turn the supervision of collective economic into a formality due to the lack of ideological guidance,the ideological influence of omnipotent government,the lack of cultivation of rural professionals,effective internal and external communication,the sound supervisory and regulatory mechanism.Therefore,this paper puts forward targeted measures such as strengthening the ideological guidance of villagers and the cultivation of talents for rural revitalization,handling the relationship between the government and the market properly,and improving the supervisory and regulatory system and mechanism,so as to further optimize the functions of the grassroots government,promote the high-quality development of the collective economy in Dayu Village,lead the masses to affluence and increase their income and provide reference for other grassroots governments to further play their functions in rural collective economy. |
