Research On The Construction Of Combined Administrative Village Governance Community

The current academic research on village mergers is based on scholars’ research preferences,mainly from the perspectives of the necessity of village mergers,merger motivation and impact,merger modes and paths,and less attention to the governance of merger villages.In the context of the reform of the rural grassroots management system with the adjustment of the administrative village scale as the starting point,how to realize the merger of the merged villages and the unity of the villages? How to solve complex cross-border public issues? What measures and strategies should be adopted to promote the development of combined administrative villages and achieve effective governance? How is it possible to construct a community of rural social governance? The thesis tries to discuss the issue of appeal.Based on the community theory and collaborative governance theory,the thesis attempts to build a community of rural social governance to achieve effective rural social governance.This article believes that the rural governance community is a group with multiple governance bodies.Governance subjects include the country,the market,and group organizations with common value pursuits and goal orientations,which shield monocentrism,and achieve the greatest benefits and benefits of group organizations and their members through mutual promotion and cooperation,so as to form a rural society the pattern of co-construction,co-governance,and shared governance will realize the modernization of the rural governance system.In order to prove the possibility of building a rural social governance community and a merged administrative village,this article selects an administrative village in City J as a case study and analysis.Research shows that it is possible to construct a combined administrative village and rural social governance community.In the process of governance of the merged administrative village,a governance route has been formed that uses cultural guidance to promote emotional resonance,brand effects to achieve the integration of the three fields in the countryside,and party building to promote unified governance,which is a governance community for merged administrative villages.The construction provides the possibility.However,there are still some problems in governance organization,governance environment,governance subject,governance methods,and governance channels,which need to be improved and improved,which are mainly affected by endogenous drivers,governance mechanisms,governance efficiency,etc.Based on the above research,this article proposes measures to promote the construction of a governance community by constructing the utility relationship between the various elements in the rural social governance community from the perspective of community theory and collaborative governance theory.This article believes that the construction of the rural social governance community is affected by governance mechanisms,governance efficiency and endogenous driving forces.This article believes that the construction of a rural social governance community,to form a rural governance pattern of “co-construction,co-governance,and sharing”,and the realization of effective governance of rural society should strengthen the social foundation,innovate governance methods,and improve the operating mechanism and supervision mechanism.In order to provide guarantee for construction,it is necessary to innovate governance methods and provide a collaborative platform for realizing the participation of multiple subjects in rural governance.
