A Study On The Participation Of Multiple Subjects In Urban Community Governance In Shanghai ——Taking Community A As An Example

With the rapid development of China’s society and the promotion of economic marketization,the forces of market and society are growing day by day.China’s community development is experiencing the process from unit community to civil society.The relationship between government and community has gradually changed from the absolute overall control of government in urban grass-roots social management to the promotion of coordinated development.The main body of urban community governance should not only have the government,but also have multiple community governance subjects to participate effectively,so as to meet the needs of urban community governance at the present stage and realize the transformation of social governance concept and community governance structure.This paper makes a detailed analysis of the situation of multiple subjects participating in urban community governance in Shanghai.Firstly,it combs the change process of urban community governance in Shanghai,and summarizes that multiple subjects participating in urban community governance is of great significance in optimizing community governance mode,integrating community governance resources and enhancing community cohesion,which can improve community service function,Strengthen the construction of community team and enrich the cultural life of residents.At present,Shanghai has made great progress in the participation of multiple subjects such as community party construction,neighborhood committees,industry committees and community social organizations in urban community governance,but there are still some problems.In the investigation of community ‘A’ in Shanghai,it is found that when the multiple subjects participate in the governance of community ‘A’,there are some problems such as the dislocation of the role of governance subjects,single solidification and improper behavior,which leads to the occupation of the focus of administrative work,the insufficient role of social forces,the absence of governance and so on.After in-depth analysis,it is found that the main reasons are the great differences in the values of the multiple subjects of community governance,the unclear relationship of grid structure,the lag in the construction of communication platform and the lack of motivation to participate.In order to put forward a governance framework in line with the law of community construction and development,this paper notes the role of the sharing economy in the change of the external environment of urban community governance,focuses on the analysis of two community governance cases in Hangzhou and Beijing,and summarizes the Enlightenment of the sharing economy in promoting the participation of multiple subjects in urban community governance,including breaking the rigid and inefficient state of the government and promoting the consensus of multiple subjects,Stimulate the motivation of subjects to participate in governance,improve the relationship structure of governance subjects and provide a communication platform.On this basis,the paper finally puts forward countermeasures from four aspects: improving the community collaborative governance mechanism,improving the community governance structure,adjusting the road strength of community governance,and establishing a platform to promote linkage,in order to mobilize the enthusiasm and participation of multiple subjects in urban community governance and promote the formation of a flexible and diverse situation of urban community collaborative governance.
