A Study On Community Governance Under The Leadership Of Government In The New Urbanization

China’s urbanization has experienced rapid development under the guidance of the government.But in the pursuit of GDP growth as the key index of record of achievement,urbanization development has been more utilitarian-driven.In the pursuit of urbanization objectives,some local governments were irrational in making and implementing strategic plans of urbanization,such as selling of land,extending of urbanization scale,and repetitive construction and reconstruction of infrastructures,leading to a series of urban diseases like land urbanization and real estate urbanization.To solve these problems,"new urbanization" was formally put forward from national strategic level in The Report of 18 th National Congress of the Communist Party of China(NCCPC)in November 2012,The National New Urbanization Plan(2014-2020)points out that the guiding ideology of the new urbanization as “people-oriented,four synchronization,optimized layout,ecological civilization,and cultural inheritance”.The current community governance model was established in the 1990 s,which was more applicable to the primary level of social development with slow social mobility,simple social structure,and rough division of social stratum,playing a significant role in then social and economic development and structure.In recent years,with the development of new urbanization,the old community governance mode can not adapt to the village collective economic management,social governance,party construction and public services under the condition of new urbanization.Therefore,it is imperative to reform and innovate the social governance system in community.This study takes new urbanization as the background as well as starting point by focusing on the case study of Foshan city.It firstly concludes core conceptions and theories related to new urbanization and community governance.Secondly,it mainly discusses realistic issues to which urbanization and social governance have to face,and then it examines innovative practices in the process of urbanization in Foshan city.In the end,after concluding social governance management experiences of domestic and foreign countries,especially the five models of social governance management in Foshan city,it puts forward the suggestions of setting up modern social community governance system against the background of new urbanization.The suggestions are listed as below:The first is to take new urbanization in community as the management target.Meanwhile,it is important to construct a modern community-governance system with clearly organizing functions and strong public services by taking CPC as the leading core,managing in a multiple collaborative way in accordance with the internal requirement of new urbanization,that is,people-oriented,synchronous development of industrialization,informatization,urbanization and agricultural modernization,optimized layout patterns,ecological civilization,and cultural heritage.The second is to establish modern social governance system led by government of new urbanization.By integrating the “visible hands” of government and polices,and “invisible hands” of market,an interrelated,interacting and functionally complementary modern social governance system will be established,including community management system,regulation innovation system,organizational involvement system and market regulation system.The third is to realize multiple coordination of community governance as the main body in the new urbanization system.That is,to integrate resources in order to build multi-dimensional internal social governance mechanism of community,to guide and encourage social organizations to participate in social governance,to enlarge self-governing main body and scope of community while making an autonomous decision,and to motivate migrating people to participate in social governance.The fourth is to further define the role of grass-root communist party.The following three aspects can be carried out: to clarify “power list” of grass-root autonomous organizations,to define each function of basic governance bodies,to popularize and implement the cadre selection system of “two committees”.The fifth is to develop basic democratic political construction of new urbanization,including strengthening the core role of CPC at community management,intensifying organization structure of community in the reform,establishing supervision and early warning mechanism of cadres in community,and providing more opportunities of autonomous governances in which average people can be involved.The sixth is to formulate and improve new policies and regulations of community governance,which includes building a good legal system,exploring modern operation and supervision mode of collective economic organization,and deepening property rights system reformation of village(community).The seventh is to perfect security system of autonomous management in community,which mainly refers to setting up a perfect service management platform in community,setting up a talent motivation and guarantee system in the community’s autonomous management,building a stable investment mechanism in order to guarantee financial supply for community management,modern IT service and diversified basic public service.
