Research On The Collaboration Between The Main Body Of Community Fine Governance Action

With the proposal of the "14th five year plan",social governance has entered the stage of refined governance.In order to meet the increasingly diversified demands of different groups,the governance subjects are also constantly diversified.Building a community of refined social governance has become the forward direction of social governance in the new era.And it also provides a guide for action for the modernization of social governance.In order to solve the practical problems in social governance,the focus of governance has shown a trend of sinking to the grass-roots level.And the community has become the forefront and breakthrough of social governance.This paper focuses on the theme of community refinement governance and starts from the perspective of collaborative relationship between the main bodies of community refinement governance actions.Street community P district of Shanghai T the elaborating management in-depth investigation,and the T street community governance case,action main body and its behavior,results,and so on to carry out the analysis,combing out the elaborating management present situation and existing problems of community,summed up the experience,subject to the action of refinement of the community governance collaborative experience effect,problem,restrictions and the reasons behind,It aims to improve the theoretical system of community fine governance,provide new ideas and models for the coordination of community fine governance action bodies,form a scientific and effective social governance system,give the answer to the optimization path for the current predicament of community fine governance,and provide a better development direction for the grassroots fine governance practice.This paper mainly adopts the literature research method,referring to the domestic and foreign research on multi-subject participation in community governance,multi-center governance theory and collaborative governance theory,defined the conceptual meaning of keywords such as community,multi-subject and collaborative governance.Through the case study and analysis of the community fine governance project of T street in P District,the ideal framework of the cooperative behavior of the actors in the current community fine governance is obtained.At the same time,through questionnaire survey and interview method,theoretical and practical research is carried out,and the problems of unequal status of action subject,lack of role,positioning deviation and lack of benign interaction and communication are concluded,and the reasons behind the problems are also be clarified.On this basis,combined with the theory of multi-center governance and collaborative governance,this paper puts forward feasible solutions such as strengthening cognitive collaboration,functional collaboration,resource collaboration and mechanism collaboration,so as to improve the degree of collaboration of multi-subject participation in community fine governance and improve the level of community fine governance of T street in P district.It provides value guidance and practical guidance for building a social governance pattern of co-construction,co-governance and shared benefits.
