Research On The Construction And Optimization Of The "One Core And Multiple" Co-governance Model In Jingxiang Community In Changsha

With the rapid development of the economy and society and the deepening of reform,the community is carrying more and more social management functions.In the face of an increasingly complex community environment and increasingly diverse interest demands,it is urgent to find a more scientific and reasonable governance model to manage modern communities.In recent years,the Jingxiang community in Changsha City has achieved certain results in the process of implementing the "one core multiple" governance mode.Organizations,resident units,residents and other multiple subjects cooperate and complement each other to coordinate and promote the community towards "good governance".But in the specific practice process,what are the positioning and boundaries of diversified governance subjects? How do they work?How effective is the co-governance of "one core,multiple" ? The dissertation analyzes and researches these issues.Using the theory of good governance and collaborative governance,this paper conducts an in-depth analysis of the "one-core and multiple" co-governance model of Jingxiang community in Changsha City by using case analysis,questionnaire survey and interview methods,and studies the effectiveness of the community in the process of implementing community governance.It summarizes the successful experience:each governance body needs to find its own role positioning,the community party organization needs to play its core leadership role,take the overall situation and coordinate all parties;the government needs to play the leading role of community governance and the regulator of resources;Community neighborhood committees need to perform their functions of self-governance and act as a bridge between residents and the government;social organizations need to play a connecting role to make up for the shortcomings of the government and the market;residents need to play the role of participants and supervisors in community governance to promote community autonomy.According to the content of the questionnaires and interviews,it is found that there are still problems in the community,such as the unbalanced distribution of community services,the lack of willingness of residents to participate,the lack of community governance resources,and the excessive "administrative" of community affairs.The real reasons include the lack of innovative power in community services,the imperfect security mechanism for residents’ participation,poor integration of community resources,and more interventions by administrative power on the community.Finally,in view of the above problems and reasons,the paper puts forward optimization suggestions for improving the governance model from four aspects:improving service quality,attracting residents’ participation,increasing resource guarantee,and promoting community "reducing burden and increasing efficiency".These experience summaries and optimization suggestions have broad and profound significance for strengthening and innovating social management and building a harmonious society.
