With the rapid development of society,the social problems faced by the Chinese government are becoming more and more complex,and these problems often cross the boundaries of various departments.It is already powerless to solve them by a single department.Therefore,cooperation between departments must be strengthened..At present,my country is in a critical period of major ministries reform.Under the new administrative system,realizing the efficient operation of government departments and improving the inter-departmental coordination and cooperation mechanism has become an important part of the reform.However,my country’s water resources management model has undergone great changes under the implementation of the major ministries system and the river chief system.In the new era,hydrological management has been given a new era task,and the functions of hydrological management agencies have also changed from traditional to modern functions.In the process of transformation,cross-departmental coordination has become the key to whether hydrological management agencies can perform their functions efficiently.Therefore,this article selects the hydrological management institutions of Guizhou Province as the research object,through questionnaire surveys,personnel interviews,etc.,through the use of holistic government theory,to explore how to effectively carry out the inter-departmental collaboration of the hydrological management institutions of Guizhou Province and how to further improve hydrological management.Institutional effectiveness.This paper carefully analyzes the current situation of the inter-departmental collaboration of the service-oriented government of the hydrological management agency in Guizhou Province,and discusses the effectiveness of the inter-departmental collaboration.And from the questionnaire survey,analyze the shortcomings and the causes of the problems in the inter-departmental collaboration of the service-oriented government of the hydrological management agency of Guizhou Province.Through research,this paper found that Guizhou hydrological management institutions have problems in inter-departmental coordination,unclear departmental responsibilities,lack of collaborative leadership,and low social participation.The reason is that the organization Insufficient construction of coordination mechanism,the concept of government coordinated governance has not yet been transformed into place,and the construction of departmental information platform is insufficient.Aiming at the problems found in the inter-departmental coordination of the service-oriented government of the hydrological management institutions in Guizhou Province,this article combines the overall governance theory of the government and the current situation of hydrological management in Guizhou Province,from improving the construction of the organization and coordination mechanism,building a harmonious departmental coordination culture,and serving the government.Thinking to promote cross-departmental collaboration and optimize other supporting mechanisms required for inter-departmental cooperation mechanisms,four aspects have proposed optimization countermeasures to help Guizhou hydrological management institutions better realize cross-departmental collaboration in the transformation of service-oriented government and achieve hydrological management goals.Seek better implementation methods for the cross-departmental collaboration of hydrological management in other regions,and find solutions for the fragmentation of administrative management. |
