Study On Inter-Departmental Collaborative Governance Of Goverment In The Development Of All-for-One Tourism Development In Xinxan County,Henan Province

With the increasing complexity of social problems and the increasing expectation of the public on the quality of government services,it is necessary to maximize the overall effectiveness of government governance.In the context of the modernization of the national governance system and governance capacity,the effectiveness of inter-departmental collaboration in enabling social governance is becoming increasingly significant,which has become an effective way to solve the social hot issues that citizens are most concerned about and the governance fragmentation that the government attaches great importance to.In the era of mass tourism,the regionalism,systematism and complexity of the construction of All-for-one tourism determine the pluralism of governance subjects and the transboundary nature of governance affairs.The governance demands of All-for-one tourism have far exceeded the capacity of a single subject of the tourism sector,and different departments need to work together to build a network of co-construction,co-governance and sharing among multiple subjects.In order to achieve the ultimate goal of steadily implementing the established deployment.Xinxian County,Xinyang City,Henan Province,is a famous old revolutionary base area.In recent years,Xinxian County has established the development concept of "revitalizing the county with tourism and enriching the people with tourism",and actively explored the Xinxian county practice of promoting rural revitalization with All-for-one Tourism.However,due to the impact of the epidemic,the development of All-for-one Tourism was suspended for a time.In the post-epidemic era,how to strengthen the coordination of multiple departments and boost the quality and upgrading of All-for-one Tourism in Xinxian County is an important issue worth thinking about.In view of this,it is of theoretical basis and research value to carry out the follow-up discussion by taking the government’s inter-departmental collaborative governance as the research content,taking the All-for-one Tourism as the research entry point,and taking Xinxian County of Henan Province as the research sample.Based on the above background,the thesis takes "structure-program-technology" three-dimensional analysis framework as the logical guidance.Based on theoretical research and field investigation,it is found that currently,there are still some problems in the inter-departmental collaborative governance of Xinxian All-for-one Tourism government,such as weak organizational authority and weak overall governance,low synergy efficiency and department interests first,weak work linkage and traditional cooperation mode.To solve this problem,we can explore the optimization path from three aspects:promoting the optimization of government inter-departmental collaboration structure,straightening out the arrangement of government inter-departmental collaboration procedures and strengthening the enabling of government inter-departmental collaboration technology.
