With the rapid development of society, our government is facing complex social problems increasingly, while these problems are often beyond the boundaries of the various departments, and seem unable to be solved under one department alone. So to strengthen the cooperation between departments is becoming a must. Nowadays China is in the critical period of Giant Department's system reform. Under the new administrative system, to achieve efficient functioning of government departments, a sound mechanism for inter-department coordination and cooperation has become an important element of reform. Therefore, based on existing study and the basic theory of inter-departmental cooperation, this thesis discusses the problems in inter-departmental cooperation, and leads that the realization of the cooperation between departments could not be separated from inter-departmental coordination. It also puts forward and analyzes the current problems existed in coordination mechanisms between government departments, and proposes basic thinking to improve inter-departmental coordination and cooperation mechanism.Addition to the introduction,this thesis is divided into four parts. The introduction part introduces the study background and significance of inter-departmental coordination and cooperation, straightens out the current research situation on this problem, and also notes the research approaches and innovation of this paper. The first part is about the concept definition and theoretical principle related to inter-departmental coordination and cooperation, while pointing out the resulting benefits.The second part is designed to analyze the current situation of our government inter-departmental coordination and cooperation mechanism, and proposes that the main problems existed in inter-departmental coordination and cooperation of the government inter-departmental coordination and cooperation mechanisms is that the inter-departmental coordination and cooperation mechanisms was developed into someway to seek benefits and strengthen authority for relevant departments, which lost its original purpose and meaning. Because the coordination departments'establishment is arbitrary, it makes the process of inter-departmental coordination and cooperation unfavorable. While the main reasons for these problems are: incompatibility in rights and liabilities among coordination and cooperation agents; backward in ways and means of coordination and cooperation, lack of advanced administration system and concepts, departmental protectionism and profit-driven. The third part is concerned about that what the western has done in inter-departmental coordination and cooperation is revelatory to our government on such an issue. It sorts out the origin and theoretical development of "holistic governance" on After the New Public Management. It also analyses Western countries'experience in inter-departmental coordination and cooperation and presents us useful insights on this problem.The fourth part is about the optimization of the current inter-departmental coordination and cooperation mechanism. Based on the above analysis, it proposes the ways and ideas to perfect inter-departmental coordination and cooperation mechanism, with the relevant theory as guiding. This part also concerned with the applicability in dividing inter-departmental coordination mechanisms, how to build a harmonious culture under interdepartmental coordination and cooperation, and how to optimize the development of inter-departmental cooperation.The very innovation of this paper is that it specialized in interdepartmental coordination and cooperation from the perspective of Giant department's system reform. Such a topic falls in with the wishes of government administrative reform. It makes theoretical analysis the shortcomings existed in traditional inter-departmental coordination and cooperation mechanism and presents how to optimize the existing administration coordination and cooperation mechanisms. |
