The past all-in-one government management has been unable to adapt to the rapid development of the Internet era,and the quality of production and life of the people has made a qualitative leap.However,government services that are difficult to get into,ugly and difficult to handle have attracted complaints from the public.While changing the service concept,the government must also integrate multi-organizations and multi-subjects to participate in government governance."Inter-provincial government services" is a problem-oriented and realistic new service model launched by the government governance.As a strategic deployment launched by the Chinese government since the 18 th National Congress of the CPC,it is a deepening and extension of "All-in-one Government services" and a prescription to break the integrated development of regionalization and the acceleration of the free flow of social elements and bring higher standards of public service demand.It is an important way to transform government functions,improve government service ability and optimize the efficiency of local government service.Based on the theoretical support of collaborative governance and serviceoriented government,this paper makes an empirical analysis of the "inter-provincial general office" of government services in H District,and sorts out the implementation status of the "inter-provincial general office" of local government from the aspects of reform motivation,implementation path and reform effect.From the five aspects of communication and consultation,linkage service,collaborative supervision,data sharing and team construction,the difficulties and obstacles in the current interprovincial general operation process and the causes are faithfully and comprehensively restored.In view of the existing problems,the reform experience of developed regions is learned from the integration of H district with other provinces and cities and regions,as well as the actual situation of H District’s management departments at all levels.It proposed 15 concrete and feasible countermeasures in 5aspects,including improving the consultation and communication mechanism,strengthening the consciousness and ability of responsible subjects to perform their duties,cross-regional coordination and joint supervision,enhancing the level of scientific and technological empowerment,and strengthening the construction of government service teams.It will provide new ideas for practitioners to break the barriers in the implementation process,help them break through the barriers of government affairs and information,comprehensively optimize the service system and procedures,and fully establish a convenient,fast,high-quality and efficient government services system. |
