The complexity of the modern city leads to the complexity of city management, and eachdepartment is not able to solve problems independently, therefore, organic cooperation, namely"interagency coordination", must be carried out between departments. Due to multiple factors,multifarious information, function intersection between departments and other objective conditions, itis difficult to carry out inter-departmental coordination in respect of the management of cities, andthere are coordination problems aroused.This article adopts interview and empirical research method, and conducts further study ofinter-departmental coordination of city management by researching the actual case of the operationalcontrol center of the smart city in Nansha District. The article systemizes the coordination theory,explores practices, problems and reasons of the inter-departmental coordination of city management inNansha district, and proposes a set of solutions and advises in respect of system, mechanism andtechnical level.Studies have shown that temporary command team is inefficient in the system level, thus a highcoordination mechanism should be built through leadership attention and administration-levelguarantee to ensure synergy. At the mechanism level, to avoid unclear responsibilities and subjectiveassessment, a set of operation mechanism of clear responsibilities should be built, and quantitativeassessment should be conducted. At the technical level, to avoid tedious process and delay oftreatment time, the leading technologies including smart city, big data and cloud computing should beapplied to construct collaborative work platform from the aspects including resources and workflowfor implementation of inter-departmental coordination.On the basis, this paper makes a deeper thinking and holds the view that centralizedmanagement, clear responsibilities, and the formation of a closed loop are important influence factorsfor inter-departmental coordination in the field of city management. The three factors work together topromote coordination across departments. Centralized management adopts the idea of the wholegovernment, realizes flat management and resource concentration, reduces redundant link, and makesinter-departmental coordination more convenient and efficient. Clear responsibilities omits the"approval" link, and avoids repeated works and mutual shuffle, therefore, works can be effectivelycompleted through the multiple wire distributing mechanism, and the implementation process can beensured through the application system. Formation of a closed loop makes it possible for thecollaborative process to continuously repair and develop itself, and realizes quantitative evaluation.Real-time supervision and feedback are important parts in the formation of a closed loop. |
