From "Nimby" To "Yimby"

China’s reform and opening up more than 40 years,the economy has made great progress,the level of urbanization has been significantly improved,on the one hand,the number of cities and the influx of a large number of people,increasing demand for public infrastructure,requiring local governments to speed up the construction of facilities such as waste treatment plants,substations,power plants,to ensure the normal operation of production and life of residents.On the other hand,people’s pursuit of basic material conditions requires local governments to ensure sustainable economic development.It is a basic choice to invest in major energy projects such as PX chemical projects.Although these facilities are beneficial to all residents,they have a certain degree of negative external effects on the public near the facilities,affecting their sense of life experience and sense of gain.Due to the continuous improvement of public environmental awareness and self-protection awareness,the public near the facilities show a strong rejection attitude towards such facilities,and are not allowed to be built at the "door of their own home".This is not in my backyard.Since the PX incident in Xiamen in 2007,NIMBY incidents have occurred frequently and become more and more serious in the past ten years.The emergence of NIMBY effect not only causes the suspension of infrastructure construction,but also seriously affects the normal production,living and economic development level of residents.At the same time,NIMBY conflict also intensifies the contradiction between the local government and the public near the facilities,which is not conducive to social stability,and causes great resistance to the local government to promote urbanization,which is a governance problem that the local government must solve.In this paper,through sorting out 15 typical NIMBY events in China,the basic performance and general characteristics of NIMBY dilemma are analyzed in detail.It is found that these typical NIMBY events have similar results and follow the same generation and evolution logic.It is urgent for us to answer and find a general model to solve the NIMBY dilemma,explore and analyze how the NIMBY dilemma is generated,what is the production logic,and how to solve it.In this regard,on the basis of combing the relevant research literature at home and abroad,according to the basic idea of "understanding,analyzing and solving the NIMBY dilemma",this paper makes a systematic study on the NIMBY problem.Based on a systematic review of15 typical NIMBY incidents in China,four core influencing factors are extracted from the main reasons of public opposition to facilities construction: value,risk,interest and trust.The relevant stakeholders are divided into "local government" and "nearby public",and the formation process of dilemma is divided into facility location and complex The five stages of brewing,interest demand,project decision-making and conflict outbreak are included in the unified analysis system to build a "multi cause integrated analysis framework",and use this framework to analyze the generation logic of NIMBY dilemma,so as to explain the causes of NIMBY dilemma.Based on the analysis of the whole process,all elements and dynamics of NIMBY dilemma,this paper proposes that the governance of NIMBY dilemma should realize front-end prevention rather than end-to-end control.Local governments can achieve effective governance of NIMBY dilemma by means of value integration,risk mitigation,interest protection,open decision-making and emergency management,so as to get out of the passive situation that the governance of NIMBY dilemma is only "broken" but not "established",and realize the transformation from "Not in my backyard" to "Yes in my backyard".
