These endless NIMBY conflicts have become China’s major issues in urban planning social management, social harmony and stability and government’s credibility, which form a serious challenge for China’s governance capability and governance system.The reason that cause "NIMBY mass event" is multiple, including the government is ignoring public participation in their decision-making, the loss of public trust, deviating from "public" values, strengthening public awareness as stakeholders, adverse interaction between the government and the public and so on. Governance theory advocates state power to social regression, a consensus in the ongoing dialogue, communication and cooperation through multiple to make beneficial decisions,as far as possible to maximize the public interest and the interest of the community. Therefore, the government must change their ideas, making the public involve in the process of NIMBY project decision that really matters their own interests, and establishing relevant systems of coordinate benefits, enhance public participation, cooperate all parties and enacting the special law of resolving NIMBY conflicts, so as to achieve good governance of "NIMBY mass events".
