Research On The Decision Dilemma And Countermeasures Of Nimby Group Events

With the continuous development of social economy,people are more yearning for a better life,so the public pay more and more attention to the NIMBY facilities and potential safety problems.At the same time,with the rapid development of the Internet,the network has become a public platform for information dissemination,replacing the traditional media.Network has become an important driver to promote the rapid fermentation of NIMBY events.Most of the information that the public get from the Internet is subjective.These inflammatory information can easily cause internet public opinion.In the face of public opinion,the government in the disposal process,every decision has scientific judgment and policy as the basis,but in the face of sudden NIMBY group events,often fall into decision-making dilemma.Taking Lianyungang "anti nuclear waste" incident as an example,using comparative analysis and investigation methods,this paper finds that the decision-making dilemma of NIMBY group incident mainly shows as follows: first,the direction of decision-making is unclear;second,the effectiveness of decision-making is insufficient;third,the improper disposal caused by decision inertia;Fourth,the closeness of decision-making makes the decision-making recognition low.The reasons are GDP based performance view,lack of communication with various parties,absence of neutral third party,improper disposal of public opinion,imperfect modern emergency response system and supervision system.These findings provide a theoretical basis for getting out of the dilemma of NIMBY group events and avoiding "organized disorder".
