Research On Dealing With The Dilemma Of NIMBY Effect And Its Governance Path

With the development of the modern industrialization and urbanization,theconstruction,update speed and scale of the infrastructure is growing by leaps andbounds.While some certain infrastructure bring huge economic and socialbenefits,they give their surrounding publics environmental harm and psychologicalpanic,which force citizens against building the facilities to protect their own interests.Nowadays,the NIMBY(means not in my back yard,take the initials NIMBY)movements which caused by infrastructure location is a worldwide problem. In recentyears,under the background of the political, economic,social profound changes,thenumber of the NIMBY movements in domestic are growing and gradually spread.The movements that draw social concerns are the Nujiang hydropower project,thePanyu trash incinerators of Guangdong province,the Xierqi eating leftover garbagelandfill project,the Beijing-Shenyang high-speed railway project and the PX projectsin Xiamen,Dalian,Ningbo,Maoming,etc. In general,the NIMBY movements havesignificant commonality and characteristics,so it might be wise both for thegovernment’s actively explore and for academic research to realize the win-win of thegovernance path,which can effectively reduce social and administrative cost. Thisarticle attempts to start from defining the related concepts of the NIMBYmovement,from the action,deconstruct the generating mechanism of the NIMBY fromsocial conflict,cultural psychology,and environmental justice,on analysis of thedilemma the government and the society has caught in the NIMBY movement,andthen puts forward to the possible paths of governance action about the NIMBYs.On the research of the NIMBYs,the domestic is still in its early stage. On thebasis of the existing domestic and foreign researches on the NIMBYs,this articlemakes exploration from the perspective of governance,defines the relatedconcepts,and clarifies the relationships among the NIMBY facilities,the NIMBYattitude and the NIMBY movement. The core of the NIMBYs are that interests aredamaged,but the NIMBY has its general principle and special background: in conceptlevel,the social cognition on the phenomenon of the NIMBYs is overly negative,and the concept of the NIMBY facility location lags behind; In the institution level, thedisadvantages of the expert decision-making system and paternalisticdecision-making model begin to show itself,and the government leading theconstruction makes itself standing in the core area of conflict,what’s more,the poorand lack of citizens’ interest expression mechanism causes risk accumulation; In thetechnology level,the negative externality control of the NIMBYs are not enough,andthe related NIMBY project information dissemination is not free; In the culturallevel,lacking of social trust and interest orientation as the highest value are reasonsthat cause the dilemma in dealing with the NIMBYs. In view of the dilemma,thisarticle puts forward to the basic ideas of the government’s response to the NIMBYmovement: keeping interests balanced,perfecting system,and rebuilding trust; Inparticular,the situation allows of no delay to governance the negative externality ofthe NIMBY facility,to public the project construction information,to absorbparticipation of social organizations,to plan urban functional areas and large projectsreasonably,to consider varieties of compensation for the aggrieved groups,to useeffective negotiation way and to carry on the policy game simulation experimentbefore the project begins.
