Research On Social Stability Risk Of NIMBY Conflict

According to the international experience, in the modernization process, marked by industrialization and urbanization, NIMBY conflict is particular easy to outbreak because of the need for a large number of industrial facilities and city public service facilities. China in the rapid transformation is no exception. At present, the increasing NIMBY conflicts prove that China has entered the era of NIMBY movement. In the next period of time, this kind of conflict will continue.The risk of NIMBY facilities unfair distribution produced the conflict, caused chaos in some areas, impacted society’s running well and harmonious development. On this issue, we also should clearly realize that the point is people express distrust and anxiety to the local government’s behavior and attitude on the construction of NIMBY facilities, not just the risk of NIMBY facilities, which will seriously affect the establishment of local government’s credibility and authority. In this paper, we explore the social stability risk by NIMBY conflict, Hoping that in the society of a multiple interests differentiation and risk allocation more difficult to coordinate and balance,we can maximize avoid NIMBY conflict and build a more harmonious relationship between the government and the people in construction of the NIMBY facilities.This paper is divided into six chapters. The introduction part of this paper clearly explained the background and research meaning, reviewed domestic and foreign literature, proposed research methods and deficiencies. The second chapter defined two groups of core concepts and applied theory. The third chapter analyzed the generation background of social stability risk by NIMBY conflict, pointed that the accumulation risk of compression modernization caused NIMBY conflict. The fourth chapter analyzed the evolution path of social stability risk by NIMBY conflict from the risk of production, accumulation, diffusion, mutation and reproduction five aspects. On this basis, the sixth chapter puts forward five types social stability risk by NIMBY conflict, including decision making type social stability risk, just type social stability risk, interest demands type social stability risk, network rumor type social stability and governance social stability risk. The last chapter put forward the concrete proposals, including set up the risk consciousness, respect the rights of people, establish consultation system, improve the response.
