Research On The Effect Evaluation Of Education And Training Of Local Discipline Inspection And Supervision Cadres

Discipline inspection and supervision is related to the development of the party and the country.The promotion of the reform of discipline inspection and supervision system requires local discipline inspection and supervision cadres to continuously improve their ability of discipline enforcement and anti-corruption,and enhance their post competency,so as to promote the overall improvement of Local Discipline Inspection and supervision performance,which highlights the importance of education and training.Based on this background,the supervision committees at all levels urgently need to improve the effect of cadre education and training of Local Discipline Inspection and supervision committees.Therefore,how to scientifically evaluate the education and training effect of Local Discipline Inspection and supervision cadres has become a hot issue of academic concern,and also a key issue in the daily work practice of supervision committees at all levels.This also makes the research of related topics have very important theoretical and practical significance.In this paper,literature analysis method is used to summarize the research status of related topics at home and abroad,focusing on the evaluation model of education and training effect.Combined with the idea of Kirkpatrick evaluation model,starting from the characteristics of education and training of Local Discipline Inspection and supervision cadres,and under the guidance of post competency theory and hierarchy of needs,this paper constructs the evaluation model composed of reaction layer,learning layer,behavior layer and result layer Based on the three-level evaluation index system of Local Discipline Inspection and supervision cadres’ education and training effect,and through the case study method,taking D City as an example,this paper uses the model to evaluate the phased effect of the education and training of discipline inspection and supervision cadres in D city.Through the model verification,the evaluation result of the education and training of discipline inspection and supervision cadres in D city is grade B(better),which reflects that the effect of the current education and training of discipline inspection and supervision cadres in D city has been recognized by the vast majority of the respondents.However,there are still some problems in response level,learning level,behavior level and result level.Therefore,this paper believes that the training content plan should be optimized from the perspective of reaction level;the evaluation method and training management strategy should be optimized based on the perspective of learning level;the evaluation time,evaluation frequency and method should be optimized based on the perspective of behavior level;and the transformation of training effect should be paid attention to from the perspective of result level.This study constructs the evaluation index system of Local Discipline Inspection and supervision cadres’ education and training effect,which is composed of three-level indicators;taking city D as a pilot,the actual evaluation of the education and training effect of discipline inspection and supervision cadres is carried out in D city;based on the evaluation results,measures are proposed to improve the education and training effect of discipline inspection and supervision cadres in D city.Therefore,this study is conducive to the local government in the discipline inspection and supervision cadre education and training effect evaluation practice to be used for reference,and finally establish the discipline inspection and supervision cadre education and training effect evaluation system in line with the actual situation of each region.
