Research On Government Regulation Of Social Responsibility Of State-owned Enterprises

Since the Reform and Opening-up,China’s socialist market economy has developed rapidly,and the total economic outputs has become the second largest in the world.However,the quality of economic development is still not highly competitive,and the development model has not completely gone out of the old path of extensive development.One of the manifestations is a series of problems affecting public safety and public health,such as environmental pollution,ecological damage,food safety,which shows a lack of social ethics,has been exposed,reflecting that corporate social responsibility(Corporate Social Responsibility,or CSR)is still not being taken seriously.Economic development and society have not reached a harmonious balance.Corporation social responsibility embodies the norms of organizations and stakeholders representing economic development.It plays a very important role in regulating social relations.Scholars in western developed countries have noticed this problem for a long time and affirmed that enterprises which seek profits and assume certain ethics to members of society are in the best position,such as the responsibility for energy conservation and emission reduction for the environment,the responsibility for employees and consumers to safeguard their interests.Corporations have formed the current social responsibility governance system through continuous Research and exploration.The concept of corporate social responsibility is an "exotic product" for our country,and there has been no specific concept and systematic research on it before.Therefore,the research on corporate social responsibility in our country started late,and related theoretical and practical researches are relatively weak.In the initial stage of the research,it mainly draws on the relevant research results and practical experience of Western countries.At present,our country’s economic and social development has put forward higher requirements for corporate social responsibility.The 19 th National Congress of the Communist Party of China clearly proposed to build a social governance pattern of joint public governance and sharing.However,from the current status of corporate social responsibility in our country,there is still a lot of room for improvement.From the perspective of government regulation,imperfect laws and regulations,lack of incentives and guidance measures,inadequate supervision and planning,and insufficient play of the leading role of construction are the directions the government should strive for.From the perspective of enterprises,internal lack of relevant mechanisms,the irrational management model of responsibility performance,the weak team of professionals,and the emphasis on responsibility performance are all areas that need to be strengthened urgently.The dual factors of government and enterprises have led to the low level of responsibility performance of Chinese enterprises as a whole,low credibility,and crises of trust occur from time to time.State-owned enterprises,as the pillars of national economic development,both in terms of economic strength and economic status,require state-owned enterprises to set an example and form a model in the construction of social responsibility,and drive the economic forces of the whole society to improve the level of responsibility.The connotation of the social responsibility of state-owned enterprises is also broader.It not only undertakes the same social responsibilities as ordinary private enterprises,but also undertakes the tasks related to the future and destiny of the country,such as poverty alleviation,leading development,and guarding key areas related to the lifeline of the country’s economic development.The important mission is an important force to maintain social harmony and stability.Therefore,the construction of social responsibility must be integrated into the development plan of state-owned enterprises and penetrate into the entire process of production and operation of state-owned enterprises.S state-owned enterprises are typical representatives of state-owned enterprises in our country.They did not undertake the important task of supplying basic energy for the country during the planned economy period,and they also assumed the unique "society running" function under the planned economy,in order to assist the country in economic development and social governance.Made a great contribution,with the continuous deepening of reform and opening up,S state-owned enterprises have gradually modernized their social responsibilities.This article takes S state-owned enterprise as an example,analyzing the current situation of S state-owned enterprise’s fulfillment of social responsibilities,finding out the actual system problems,mechanism problems,environmental problems and conceptual problems,proposes solutions,and tring to put forward reasonable suggestions for the construction of state-owned enterprises in our country.
