Study On The Dilemma And Countermeasures Of "Three Governance In One" Rural Governance ——A Case Study Of L Village In Bazhong City

At present,with the rapid advancement of new urbanization and the continuous development of rural social economy,rural areas are undergoing significant changes in their population and social structure,production and lifestyle,ideology and many other aspects.The situation of rural governance is more severe than before,the governance objectives are more diversified,and the governance tasks are more complicated.The Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China pointed out that it is necessary to improve the urban and rural grassroots governance system that combines autonomy,rule of law,and rule of morality under the leadership of the party organization,and build a social governance community where everyone has responsibility,everyone has responsibility,and everyone enjoys.To further improve the rural governance system and promote effective rural governance provides fundamental compliance.This paper takes marxist classical writers’ thoughts on autonomy,rule of law and rule of virtue,Mao Zedong Thought and theory of Socialism with Chinese Characteristics,especially Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era on autonomy,rule of law and rule of virtue as theoretical guidance.Taking L village of Ba Zhong city in northeast Sichuan province as an example,this paper analyzes the present situation,predicament and reason of the role of "three governance" in rural areas,and probes into the measures to solve the predicament.The paper consists of five chapters:Chapter one is the introduction,which expounds the research background and research significance,and summarizes the current research status of related fields.This paper introduces the research objectives,sorts out the research contents and methods,and puts forward the innovations of the paper.Chapter two defines the basic concepts of "rural governance" and "three governance fusion",and explains the historical changes of rural governance and relevant theoretical basis.Third chapter,in L village as an example,analyses the autonomy in the village party branch construction and rural governance,the rule of law,the current situation of virtue,combination with questionnaire and interview data summed up the current village in rural governance,the construction of the contingent of party branch and the party members’ education management lack of power,the party branch in the process of leading rural governance role play is not obvious,the meaning of villagers’ autonomy is understood insufficiency,the platform of rural governance has not yet perfect,rural grid service management system needs to be innovative,imperfect system of rural governance in the construction of the rule of law,rural governance body quality is not high,country of the rule of law publicity and education work under the rule of law to be perfect,rural public law service system is not sound,In the construction of rural moral governance,the function of rural excellent traditional culture is not fully played,the role of village rules and regulations is limited,and the effect of village moral model has not been formed.Chapter four analyzes the causes of the current governance dilemma as a whole.Including population flow aggravates the absence of rural governance subject,rural governance subject ideological understanding and concept change lag,rural governance constraints and supervision implementation is not strict,rural governance incentive guarantee mechanism is not sound.Chapter five,the author puts forward the corresponding countermeasures and suggestions from four aspects: giving full play to the leading core role of the Party branch,giving full play to the function of villagers’ autonomy,promoting the rule of law in rural areas,and giving full play to the role of moral Governance.
