| "Three governance" refers to the autonomy,rule of law and rule of virtue produced in the process of governance.Because the traditional governance models and concepts can no longer meet the requirements of social development.Therefore,it is particularly important to explore governance models and governance systems that are modern and meet the needs of the new era.The new era needs a more mature,stable efficient governance system as the support of development.The countryside is the smallest unit of social governance.The quality of grass-roots social governance results will also provide necessary support and guarantee for the improvement of the systematic development of society.Grassroots harmony,ensure social stability and people’s ease.Based on the theory of pluralistic governance,new public service and good governance,this paper is analyzing the basic role of multiple subjects in autonomy,the rule of law is an important guarantee,rural civilization and other means of moral governance are effective supplements to grassroots governance.In the process of governance of grass-roots society,we cannot separate the "three governance" for separate governance but give full play to the interaction and organic combination of the three.In this paper,the governance model of "Three Governance Integration" in Bai-sha Town,He-Jiang County is taken as the research object.Through 140 valid questionnaires and interviews with grass-roots workers,the practice and effectiveness of "Three Governance Integration" in grass-roots social governance in Bai-sha Town are deeply analyzed.By analyzing the problems and reasons existing in the operation of the governance model,based on learning from domestic "Feng-Qiao Experience" model and "Zhejiang Tong-Xiang Experience" model,propose optimization solution,and explore a new path of grass-roots governance of " integration of five governance " of politics,autonomy,rule of virtue,rule of law and wisdom. |
