Rural governance is an important part of the national governance system and the most basic governance unit in the governance system.The position of the "cornerstone" of rural governance determines its fundamental role in the entire national governance system.Party building leads to autonomy,rule of law,and rule of virtue.The "one core and three governance" model is the direction of rural governance.With the development of economy and society,social development has impacted the original grassroots governance model.All localities have carried out useful explorations in the three aspects of autonomy,rule of law,and rule of morality.It is necessary to give full play to the initiative of the masses to participate in social governance and handle the relationship between "one core" and the "three governances".The integration of urban and rural areas has broken the barriers between urban and rural areas,promoted the flow and optimal combination of production factors,promoted the rational distribution of productive forces between urban and rural areas,and thus closely combined urban and rural economy and social life,which will be a strategic focus of China’s economic and social development in the future.Therefore,the study of rural governance should focus on a fairly long period in the future,and it is very important and urgent to study how to promote the modernization of rural governance capacity and level,and walk out of the new way of modern governance of "taking cities to lead villages,integrating urban and rural areas,and managing all areas".In this paper,the first batch of rural governance demonstration towns in Sichuan Province-Daqiao Town,Hejiang County,Luzhou City,is taken as the research object,and under the theoretical perspective of collaborative governance theory and good governance theory,it comprehensively uses literature analysis,survey research,comparative analysis,case analysis and other research methods to carry out analysis and research.First,it analyzes the relationship between urban-rural integration development and rural governance in Daqiao Town,that is,the opportunities and challenges brought by the implementation of urban-rural integration development planning and strategy to rural governance,and combs the implementation and improvement process of the "one core,three governance" rural governance model in Daqiao Town under this background.So as to clarify the entry point of the paper analysis,that is,to accurately grasp the opportunities,focus on the risks and challenges,sort out the current situation and characteristics of Daqiao Town’s participation in rural governance with the party organization as the "core","autonomy","rule of virtue","rule of law" and other multiple subjects,and analyze its role,governance logic and governance effects,so as to provide reference for rural governance in the new situation.This study draws the following enlightenment.First,adhere to the leadership of grass-roots Party organizations.We should focus on the top-level design of rural governance that is more consistent with the characteristics of urban-rural integration,and reduce governance costs;Party organizations should be embedded in the industrial chain to release scale effects and reduce rural conflicts caused by unbalanced interests.The second is to inherit the wisdom of traditional rule of virtue.Build the value orientation of "goodness" in the countryside.Third,we will improve the rule of law.Standardize the rural behavior order of multiple subjects,and resolve the rural public security risks brought by urban-rural integration.Fourth,improve grass-roots autonomous organizations.Optimize interest expression channels to maximize public interest.
