Research On The Dilemma And Countermeasures Of The Urban And Rural Community Governance In Sichuan Province

Social governance is an important aspect of national governance.Urban and rural community governance is the basic unit of social governance.It connects thousands of households,keeps sensitive to the focuses of people,gathers public opinions,and tests success and failure.It is the most frequent and crucial scenario and form of community-level governance.It has much to do with the implementation of the major policies of the Party and the country,the vital interests of residents and people,and the harmony and stability of urban and rural communities,so it is of great significance.The practice of urban and rural community governance in China has a history of more than30 years and it has made great achievements.Especially since the CPC Central Committee and the State Council issued Opinions on Strengthening and Improving Urban and Rural Community Governance in June 2017,China’s urban and rural community governance has entered the stage of high-quality development.The party committees and governments at all levels have been making greater efforts and taking innovative measures to comprehensively improve the legalization,scientific level,refinement,and systematization of the urban and rural community governance,so as to work together to promote the modernization of urban and rural community governance systems and capabilities.However,due to China’s vast territory and complex national conditions,situations vary greatly from region to region,and some regions are troubled with the imbalance and inadequate development of urban and rural community governance.There are many studies on urban and rural community governance in China,but most of them analyze this problem from the perspective of a single community,or a certain neighborhood,district,county,city,or prefecture,and there is a lack of comprehensive studies from the angle of a province or above.This paper takes urban and rural communities in Sichuan Province as the research object.On the basis of comprehensively and systematically summarizing the development status and main practices of urban and rural community governance in Sichuan Province,it makes an integrative analysis on the specific problems of four categories that bother the urban and rural community governance in Sichuan Province,through a large number of surveys and statistics,field interviews,literature research,survey and interview,comparative analysis and other research methods.In succession,it makes comprehensive use of the public value theory,the cooperative governance theory,and the holistic governance theory to analyze the four main reasons that cause the problems systematically: “insufficient understanding of community governance,unclear rights and responsibilities of community governance,inadequate coordination of community governance,and underdeveloped means of community governance”.At the same time,it draws on the experience of advanced regions at home and abroad,and finally puts forward a whole set of targeted countermeasures and suggestions,including“Strengthen understanding and guarantee,clarifying the relationship between subject rights and responsibilities,building a collaborative system and mechanism,and improving means and methods”.Through the study,Sichuan Province,which has a large volume of urban and rural communities,is taken as an example to explore and form a universal,replicable,and extendable urban and rural community governance mode,so as to not only make contributive exploration and provide references for the enhancement and improvement of the urban and rural community governance and the modernization of national governance system and governance capacity but also form a wider extension effect in similar areas in the process of urban and rural community development in China.
