Research On The Dilemma And Path Construction Of The "Three-Government Integration" Rural Governance System

After the founding of the People’s Republic of China,China has formed a management and control model gradually in which a strong country-weak society,controlling all rural affairs by government.By the influence of this model,the villagers’ daily production and life lack some degree of development motivation and creativity.After the Reform and Opening up,the government released management and control gradually while keeping its strong.This change not only mobilized the enthusiasm and creativity of the villagers in production and life,but also promoted the rapid development of the rural economy.However,a series of practical problems,such as the insufficiency of rural public service supply,rural people’s need for a better life and the imbalanced development of rural areas,have also emerged.In order to solve these practical problems,Report of the 19 th National Congress of the Communist Party of China pointed out that "We must strengthen the basic work in rural areas and improve the system in rural governance that combines autonomy,the rule of law and the rule of virtue".This requires a new requirement and new direction in rural governance.This thesis selects Gangshang Village,Gangshang Town,Shijiazhuang,Hebei Province as the research object.By using interviews,questionnaire surveys,literature surveys and other research methods,taking the governance theory and the “Three governance integration” rural governance system as the theoretical basis.First of all,it introduces the basic situation of Gangshang Village and the development status of the “Three governance” governance system in Gangshang Village.Secondly,it makes a deep research on the problems existing in the construction of rural governance system of "three governance integration" in Gangshang village.Finally,In view of the existing problems,analyzing the reasons of their occurrence,to select the path of Giangshang Village’s "Three governance integration" rural governance system,promoting the modernization of the village governance system and governance capacity and the revitalization of Gangshang village.
