Research On The Cultivation Of "Dual Leader" For Party Branch Secretary Of University Teachers

Since the 18th National Congress of the Communist Party of China,the Party Central Committee has attached great importance to the construction of basic-level party organizations and ideological and political work of colleges and universities and pointed out the direction for the construction of basic-level party organizations and ideological and political work.It aims to strengthen the quality of basic-level party organization of colleges and universities.The cultivation of the "dual leaders" of the party branch secretary of colleges and universities is an inevitable requirement for the extension of strict party management to the grassroots level in an all-round way.It is an inherent need to strengthen the ideological and political work of colleges and universities.It is also a realistic requirement for the reform and development of grassroots party organizations in colleges and universities in the new era.Urgency and importance are both related to the party building work of colleges and universities and it is also related to the development of disciplines in colleges and universities.There is no doubt it has vital strategic significance.The research adopts lots of methods,such as literature research method,investigation research method and data analysis method.Taking the status of "dual leaders" cultivation of party branch secretaries of some colleges and universities in Hebei Province as an example,the literature research method is used to sort out the relevant concepts and theoretical basis in this research;The investigation and research method analyzes the problems existing in the process of cultivating the "dual leaders" of the party branch secretary of college teachers from the three dimensions of cultivating the subject,the object and the path.Under the background of the continuous extension of the strict governance of the party to the grassroots in the new era,the cultivation of the "dual leaders"of college teachers’ party branch secretaries is generally improving.However,there are also some problems in the cultivation process to varying degrees,mainly as follows:insufficient attention is paid to the cultivation work,the requirements are not strict enough;the role positioning of the cultivation object is not clear enough and the ability to perform duties is not strong enough.Moreover the evaluation and evaluation mechanism of the cultivation path and the incentive guarantee need to be further improved.Analyzing the reasons for the problems,it mainly concluding that the school party committee’s emphasis on training needs to be strengthened,the ideological understanding of the "dual leader" of the party branch secretary of college teachers needs to be improved and the training path needs to be perfected.Therefore,solving the problem of cultivating the "dual leader" of college teachers’ party branch secretaries,it is necessary to consolidate the responsibilities of the school’s party committees and college(department)party organizations to continuously improve the overall quality and perfect path of cultivation of the "dual leader"of college teachers’ party branch secretaries.The research is somewhat innovative and can use empirical research methods to provide theoretical support for solving the problem of"dual leader" cultivation of college teachers’party branch secretaries.It has laid a good foundation for truly play the role of a fighting fortress of college faculty’s party branch and boost colleges and the teacher’s party branch secretary’s "dual leader" cultivation work has taken a new step.
