In recent years,with the in-depth promotion of the rural revitalization strategy,in order to promote the modernization of rural governance capabilities and governance systems,comprehensively implement key and difficult tasks such as the construction of beautiful villages,the improvement of human settlements,and the expansion of the collective economy,the role of rural cadres has become increasingly crucial and important.Promoting the "one shoulder responsible" role of village branch secretaries and directors has become an effective way to strengthen the collective combat effectiveness and improve work efficiency of the village.The Party Central Committee has put forward new and higher requirements for promoting the effective operation of the "one shoulder responsible" governance model for rural party branch secretaries and village committee directors.How to overcome the shortcomings and problems of the "one shoulder responsible" governance model,ensure its smooth operation,and then play its greater role and value is the main direction and purpose of this paper’s research.This paper conducts a research on the "one shoulder responsible" governance model of party branch secretaries and village directors in some villages and towns in J County,Shandong Province.It mainly uses methods such as literature review,field research,questionnaire survey,and system analysis to interpret and analyze the operational status and problems of the "one shoulder responsible" governance model of rural party branch secretaries and village directors,mainly including the conflict between power concentration and the intention of the masses,the conflict between power intensification and power supervision The main reasons for the conflict between the quality and ability of cadres and the new requirements of the new situation are the weak understanding and awareness of villagers’ autonomy,the unclear power structure system of the new rural organization,and the imperfect long-term management mechanism for "one shoulder responsible" cadres.According to the requirements of the Central Committee of the Communist Party of China for the construction of rural grassroots organizations,based on the current situation of the "one shoulder responsible" mode of operation of rural party branch secretaries and village directors,combined with rural governance theory and power balance and supervision theory,it is proposed that in coordinating the conflict between the "one shoulder responsible" system and villagers’ autonomy,it is necessary to accurately select and employ personnel,guide the masses to participate,and adhere to classified policies;In coordinating the conflict between power intensification and power supervision,it is necessary to improve the coordination mechanism,optimize the scope of responsibilities,and improve the supervision system;In coordinating the conflict between the quality and ability of cadres and the new requirements of the new situation,it is necessary to improve the three mechanisms of performance management,cadre training,and long-term management.Both from the institutional construction level,the cadre’s own level,the power restriction level,and the reserve force reserve level,detailed research and discussion have been conducted to promote the interactive guidance of theory and practice,providing a reference basis for the effective operation of the "one shoulder responsible" model,and further effectively promoting the improvement of governance effectiveness at the rural grassroots level.
