| This paper will take Z Town of Lvliang City rural party branch election in Year 2021 for example to study the implementation of a rural election policy named “Two Recommendation and One Election”.The purpose of the study is to continue the research about election system and election procedures and electoral bribery all which scholars have carried out.On the basis of the previous research findings,and the key point of this study is to investigate and identify the reserve cader of rural party branch secretary in the routine work before the election and to investigate preliminary candidate during the election and to accuratly appoint party branch secretary when the party branch eletion fails.By the perfection of implementation of “Two Recommendation and One Election” policy,the mass and party member can exercise the more democratic right,the intra-party democracy and people’s democracy can realize mutual complementation.In order to perfect the implementation of the election poicy,I conduct the questionnaire participated by 183 village residents mostly from Z town and the indepth interview participated by 28 cadres and villagers,I also took part in 4 village party branch elections.These survey material and my 7-years-long rural work experience provide a large amount of data for the paper.According to the findings of questionnaire and indepth interview,I found a few of problems in the policy executing processes with Public Choice Theory: the formalism in the democratic appraisal and the interference from clan factions and from electoral bribery and the helplessness in the scarcity of ideal village party branch secretary candidate in the town party committee recommend and the insufficient information disclosure of candidate and single-candidate election of the party branch secretary and muddling along of the designated party branch secretary.I will search for the causes of all these problems in the following aspects: System and procedure and Related people who take part in party branch election and Party members management and Party members education.In allusion to these problems,I will offer the following proposals: Perfecting candidate nomination method and Improving democratic appraisal and Improving supervisoin and punishment mechanism aimed at electoral bribery,we also should perfect candidate information disclosure mechanism and party branch secretary competitive election mechanism,moreover,we should strength ideological and political education aimed at rural party member and cadre via strict management of organizational life such as Party Activities Day with specific theme,in this way,we should enhance villangers’ democratic legislative consciousness with many ways,furthmore,we should enhance the Party member admittance management and widen Party member source scope.Especially through the utilization of leader’s traits in the trait theory of leadership and the regulation about party branch secretary candidate in the Regulations on Party Branch Work of CPC and the chinese ancient philosopher’s experience in identifying talented people,we should investigate and identify the reserve cader of rural party branch secretary in the routine work.When party branch election is unsucessful or branch secretary is dismissed from his post,we should use Contingency Theory of leader to accuratly appoint party branch secretary.Good rural economic social environment can attract more talented peolpe and make them to devote themselves to rural reconstrction.Primary party branch should seize the policy opportunities that central goverment has offered and make a great effort to develop rural dwelling environment,to develop rural economy.Township party committee should enhance rural party branch secretary vocational management,and severely punish party branch secretary who violate the law and party discipline. |
