Research On The Cultivation Of Village Branch Secretary In The New Era

With the instructions of the 19th National Congress of the Communist Party of China on Rural Revitalization Strategy,five major projects,strengthening the construction of the leaders of grass-roots party organizations,and the requirements of the Fifth Plenary Session of the 19 th Central Committee of the Communist Party of China on improving the level of social governance,especially grass-roots governance,how to improve the ability of rural Party branch secretaries has become an important and hot topic.Although the relevant training system has been established in the construction of village branch secretary team in various places,and some practical results have been achieved,many practical problems have been exposed at the same time.On the one hand,the village Party branch secretary lacks the cultivation of personalized professional quality.Due to the restriction of age,culture and other factors,the training is lack of pertinence,which does not play a significant role in improving the ability of the village Party branch secretary.On the other hand,the incentive mechanism and reward and punishment mechanism of the village Party branch secretary are not matched,which can not fully stimulate the internal motivation of the village Party branch secretary’s entrepreneurship.The main goal of this study is to solve the problems existing in the process of training village branch secretaries.It aims to respond to the National Rural Revitalization Strategy in the new era,strengthen the team construction of village branch secretaries,and improve their ability and efficiency of serving the people.This paper first focuses on the background and significance of the training and selection of village branch secretaries in the new era,the research status at home and abroad,the research methods and ideas,and the content framework of the paper;then defines the relevant core concepts,combs the relevant theories,and forms a research and Analysis Framework;finally,it empirically investigates and analyzes the current situation of the construction of village branch secretaries,the existing problems and the causes It also puts forward the training mode of village branch secretary in the new era.
