Study On The Pattern Of Providing For The Aged In Rural Areas In Hubei Province

At present,since China's elderly population has grown rapidly,and China has entered the aging society,therefore,pension demand has become another major issue of china.With the rapid development of social economy and the reduction of the income of agriculture as well as the increasing living pressure on the rural population,more and more young people of rural areas tend to work in cities to better meet the needs of life,so it is difficult to take care of the elderly,and people will face the serious problems related to carrying out the policy of rural family pension.At the same time at this stage the country's pension service object is basically only for the elderly people living in the city,while support for rural pension is not enough.That makes the rural elderly population difficult to enjoy the same preferential treatment from the city pension.These are the problems of rural family pension in our country,therefore,our government needs to develop a practical pension model to solve the current pension problems.Relying entirely on the government pension could not only lead to the heavy pressure for the government and low efficiency,but also enlarge the gap between the urban and rural services,which could not tackle the issues of rural family pension system efficiently.Moreover,only relying on family pension or rural nursing home pension is unable to meet current elderly pension demand.Henceforth,this paper will focus on how the non-governmental organizations participate in social support services,on how non-governmental organizations participate in pension services,and on how to mobilize governmental organizations and non-governmental organizations to make cooperation for establishing a new model of mutual support in the field of rural family pension system.Based on social security theory,pension model theory and social embedded theory,this paper chooses Zhijiang city of Hubei province as the case study,with the help of the empirical research,and analyzes the factors that affect the rural mutual support and pension,and figures out that the present situation of rural mutual support and pension model.And then put forward the conditions which need to be improved.And based on the actual situation of China's rural pension system,the governmental and non-governmental organizations should learn experience form foreign countries for better handling the new style mutual support in rural family pension system.For the current situation of rural mutual support and old-age model in China,we can improve the mutual support in rural pension system and old-age model by strengthening the dominant position of the government,changing the traditional concept of old-age pension,attracting the participation of multiple subjects,strengthening the infrastructure and the old-age services.In the end,the goal of making China 's rural areas establish the ultimate ideal of the old-age model could be realized and that could provide theoretical basis and policy reference for better handling the rural pension system in the future.
