Study On Government Responsibility In The Development Of Rural Mutual Assistance For The Aged In Yantai City

In recent years,the aging problem in our country is becoming more and more serious,especially in the vast rural areas,the accelerated development of urbanization leads to the phenomenon of villages hollowing and empty-nesters in rural areas,at the same time,limited by the realistic economic conditions in rural areas,the rural pension burden is becoming increasingly heavy.Under the background of aging in the current new era,the rural mutual aid mode emphasizes self-help and mutual help,because it can adapt to the economic and social reality in the rural areas and adapt to the realistic situation of rural hollowing and empty-netting,becomes an important way for the country to alleviate the pressure on the current rural pension.Rural mutual endowment in rural areas is independent on the need of reality and explore a new type of pension mode,has the characteristics of flexibility and autonomy,but also rely on the villagers’self-management will inevitably lead to the lack of normative and low-cost development and rural mutual endowment want to ensure the long-term sustainable development of the science,without government support and guidance.As a quasi public product,the government has a boundful responsibility to promote its sustainable development.However,in reality,the government still has the problem of lack of responsibility,and the effect of accountability needs to be improved.In this paper,Yantai City as the research object,from the perspective of public management,based on the theory of responsible government,public product theory and welfare pluralism theory,through field investigation and comparative analysis of the rural mutual pension of Yantai City government responsibility.In the research of this paper,the first is to summarize and analyze the current situation of the development of rural mutual assistance for the aged in Yantai City and the fulfillment of government responsibilities.Secondly,through literature collection and field research,this paper analyzes and summarizes the existing problems of Yantai municipal government in the supply responsibility of rural mutual assistance elderly care services:Including the lack of perfect policy system,the lack of guidance and cultivation of social forces,the lack of government financial support,and supervision and management out of the nature of mutual assistance four aspects,and then further explore the internal and external factors leading to the existence of problems.Finally through the cause analysis and draw lessons from the successful experience of fulfillment of government responsibilities at home and abroad,the fulfillment of Yantai city government in rural mutual endowment service responsibilities suggest angles:including establishing a complete policy system supply system,foster mutual engage multiple subject in support services,improve the government’s responsibility,and optimize the government’s financial support for regulatory responsibilities.In this paper,the government responsibility and implementation of the rural mutual pension service in Yantai City are analyzed and studied,which is of great significance to improve the rural mutual pension mode in Yantai City,carry out the concept of mutual pension and better play the role of responsible government.
