Data Standardization Paradox In Digital Government Governance

Driven by Internet technologies such as big data and artificial intelligence,reform of government functions based on process re-engineering is in full swing.With continuous deepening of our country’s digital government construction and reform of government functions,the role of data is constantly being highlighted,and the society’s voice for sharing and opening up government data is getting higher and higher.In addition to the construction of an integrated data platform and key Internet technologies to achieve data integration and development,and data standardization also plays a fundamental role in the data sharing within government departments.In this regard,this article takes the city social governance project in N city as an example,and selects the relevant data content of the 12345 online service center "garbage cleaning" at the city and district(county)levels as the research sample.First of all,data standardization is transformed into the standardization of the classification of specific data text content,and the degree of standardization of the city and district(county)data platforms is measured by the two dimensions of accuracy and stability.Secondly,based on the two dimensions of accuracy and stability of data standardization,and combined with relevant theoretical knowledge,four research hypotheses of this article are proposed.Then,play a text analysis on the data content of the research sample to verify the four hypotheses proposed in the previous article.Finally,this article briefly analyzes the causes of the data standardization paradox from the perspective of the relationship between technology and organizations,and proposes countermeasures on this basis.To achieve the standardization of government data,and to promote the sharing and openness of government data,relevant departments need to make efforts to establish and improve the data standard system,improve the comprehensive quality of staff,and establish a long-term evaluation system.This paper finds that there are significant differences in the degree of data standardization between the city and district(county)data platforms,and the higher level of data platform has a correspondingly higher degree of data standardization.The data platforms at the municipal and district(county)levels have different behavior strategies for the implementation of the data standard system.This paper is useful for the understanding the role of data from a micro perspective in digital government governance.
