| Since the reform and opening up,China’s economy and society have shown a trend of diversified development while people’s ideas and life are also having radical changes quietly.As the traditional social management mode has not adapted to the development needs of the times,it is imperative to build a modern social governance system.With the continuous development of information technology,especially the big data technology,which is characterized by massiveness,high-speed,diversification and value,is becoming more and more mature.As a technical means,it is widely applied to the social governance of local governments,which provides an important opportunity and technical guarantee for improving the level of socialization,rule of law,intellectualization and specialization of social governance.It has also become the internal demand and inevitable choice of promoting the modernization of governmental governance capacity.At the same time,how the local government actively adapt to the external environment changes brought about by the big data era,and then carry out systematic changes according to the changes and needs and constantly deepen the innovation of social governance,has become one of the focuses of current social governance research.Based on the research on social governance innovation of H District under the background of big data,this paper analyzes the current situation of social governance work of local governments,finds out the problems and challenges they are facing,and puts forward reasonable opinions and suggestions,so as to provide some reference and help for local governments’ social governance innovation.Based on theoretical researches at home and abroad,this paper analyzes the current situation of social governance innovation in H District under the background of big data through data consulting,interview investigation,case analysis and other methods.In the context of big data,this paper summarizes some explorations and achievements of social governance innovation in the fields of " Internet Plus" government service reform,refined social public services,comprehensive governance of social security and response to social public problems in this district,and further analyzes and compares its comparative advantages and innovation points.At the same time,it points out that in reality,due to insufficient ideological understanding,unsound system,single channel of public participation,lack of guarantee of talent teams,and limited authority and strength of local government,there are still some problems.For instance,the effect of using big data to promote multiple entities to participate in social governance is not obvious;the level of information infrastructure construction and technology application is not high;and there still exists a gap between departments in data opening and function integration.Furthermore,the mechanism of integrated information system is not running smoothly,and there are also some blind areas in data security and supervision.Combining with the relevant experience of local governments at home and abroad in carrying out social governance innovation under the background of big data,this paper puts forward optimization strategies for social governance innovation in H District in the context of big data.It is necessary to continuously strengthen the ideological understanding,effectively improve the level and ability,gradually straighten out the system and mechanism,carry out real-time supervision and management,and give some thoughts and suggestions on promoting the modernization of social governance system and capacity.We should also pay attention to collaborative governance and data sharing,synchronization of system construction and technological innovation,simultaneous development of technology application and risk prevention and control,and integration of value orientation and data governance,so as to enhance the practical significance of the research. |
