Research On Problems And Countermeasures Of Digital Development Of Social Governance In Inner Mongolia

The digital era calls for a new form of social governance.The digitization of social governance is not only accord with the needs of future social development,but also the requirement of the national governance capacity and system.This paper analyzes the current status and achievements of the digitization of social governance in Inner Mongolia from five aspects : digital infrastructure construction,data resource,multi-subject’s online cooperation,policy environment and information security through field research and interview.We found that there are still some problems in transformation process of digital governance in Inner Mongolia comparing with preeminent experience of digital governance,Inner Mongolia has some deficiencies such as the low level of data opening,low efficiency and quality of digital service,incomplete digitized collaboration of multiple subjects,insecure network and technological support.In addition,there is a shortage of professionals in Inner Mongolia.Compared with traditional empirical governance,digital governance has typical "impersonal" characteristics and can be well transplanted to other regions.The successful practice of Zhejiang and Shanghai’s digital reformation provides us some useful experience,so we extract five key factors that affects the digital governance.Among them,the digital infrastructure is the foundation of the digital governance,data opening is the key task of the digital governance,multi-subject cooperation is an important means of the digital governance,the innovative application of digital technology is the technological support of the digital governance,Finally,network security is the bottom line of the digital governance transformation.In the last part of this paper,we try to come up with some solutions to solve those problems existing in transformation process of digital governance in Inner Mongolia.Firstly,the transformation is a systematic process,which must need overall plan and layout.Building a data opening and sharing platform to provide powerful support for the transformation of digital governance is very necessary in Inner Mongolia.Secondly,enterprises and citizens are important participants in digital governance,we need to build a pattern of social governance with multiple participation.Finally,efforts should be made to build a safety network to protect the digital governance transformation in Inner Mongolia.
