In recent years, China’s total economic output continues to climb, rapid development of social civilization, in transition at the same time, the needs of the masses also in constant change, our government management and service capacity continues to strengthen, coping with the changes, need of our government governance structure directly facing the masses of grass-root Communist Party members and cadres training and continuous. Number of Communist Party members and cadres at the grassroots level, wide coverage, throughout the various units of grass-root government,departments, their quality and ability to work is the direct embodiment of the government management and service level. The grass-root Communist Party members and cadres training, must use of scientific and effective training methods and means, so that their knowledge Structure, civilization literacy, service skills are improved, and applied to the actual work, to better serve the broad masses of the people.Enhancing the effectiveness of training is an important starting point for training,in all parts of the country large-scale organized at all levels of Communist Party members and cadres training class, restricted training effectiveness is gradually revealed.Communist Party members and cadres training work while under the provisions of all kinds of rules and regulations and policy measures, science and orderly development,all levels of security measures, continue to increase capital investment, however,training effectiveness is not obvious. Especially experienced a variety of training, the majority of Communist Party members and cadres of the knowledge structure, the ability to work, service level is not significantly improved. How to improve the basic level party members and cadres training income, let the grass-root Communist Party members and cadres training actively and efficiently To apply the training to the daily work, to improve the level of business, to serve the broad masses of the people, isincreasingly becoming an urgent need for the management of the training of the management of the gap.The author in Haimen city of Jiangsu Province as an example, in induction training effective study of relevant literature and theories by the Haimen City’s Communist Party members and cadres training present situation are introduced, the design questionnaire for investigation and training, comprehensive use of offset evaluation model theory tools of Haimen City’s Communist Party members and cadres training effectiveness evaluation, analysis of the problems existing in the training, to find out the influence of grass-roots party members and cadres training effectiveness of the crux of the place. Finally, on the analysis of previous research based on, put forward to enhance the Haimen City’s Communist Party members and cadres training effectiveness of countermeasures. Countermeasures are as follows: preparation stage of training, from departmental units, trained members and jobs three angles to analyze, do training needs analysis, strengthen teachers, training courses, then set up the training plan; the implementation phase of the training, pay attention to ability training, reduce the inflexible and inefficient way of training, increase the application of participatory training methods such as, strengthening and trained personnel communication feedback,timely and effective discovery, resolve the problem, supervise and control the training activities carried out in an orderly manner; training results of using the stage, strengthen the evaluation and application of, establish and make good use of incentive measures.Which will improve the effectiveness of training, on this basis to achieve party members and cadres training social benefit maximization.
