Research On Effect Evaluation Of Military Informatization Trainings Based On The Whole Processes

In modern IT-based warfare the information technologies and talent can not be neglected,it is an important guarantee for the army who have the high technology content and affluent information quality teams to win local wars under conditions of informatization;while in the modern IT-based warfare the systemic combat capability based on information systems is paid attention to,which can not only the interconnection of hardware and software systems and their in-depth fusion are needed,but also a large number of high-quality information talent who can provide technical support are required.President Xi pointed out: we should continue to organize the informatization construction training of senior cadres in the whole army and make greater contributions for our senior cadres to improve their information literacy and the actual ability of leading troops.The instruction is an important strategic guidance to promote the innovation and development of high technology training of military under the new situation.At present,the informationization training in the whole army has been carried out for many years and the effect of training is significant,however the new military changes make the traditional training can not meet the practical needs.There are many problems in the training processes such as the insufficient requirements investigation,the poor operability of training contents,the shortage of training rules and regulations,the bad implementation capacity of supervision and evaluation,the difficultity of forming the combat power by rapid training,the lack of training feedback and corrections and so on.Under the new situation it is necessary for training organizations in the army to card and analyze the whole processes and all elements of informationization training systematically based on the actual needs of troops,which is in order to make the training close to the actual combat of troops and form the effective fighting force.The paper mainly includes three parts:(1)On the basis of expounding the current situation of military training in informatization knowledge and technologies at domestic and abroad and combining with the theories and knowledge of training management,the current status and shortages of project management for army informatization training are analyzed detailedly from the whole processes of training management.We mainly discuss the following aspects of training management such as the requirement demonstration of training,training planning,training implementation,rules and regulations of training,contents arrangement,processes monitoring,evaluation and feedback,informationization management tools and so on.And then the development trends of military informationization training and management are elaborated and the influence factors on the quality of training are analyzed.(2)Based on the whole processes of training management,we establish the comprehensive quality evaluation system of army informationization trainings which mainly include the basis and steps of training quality evaluation,the methods of quality evaluation,the principles and contents of evaluation index system,the evaluation processes of training quality and the work breakdown structure of training management.(3)Taking a senior cadre training on army informationization organized by the army college as an example,we monitor and track the whole processes of training and its quality management using the evaluation index system we proposed and the quantitative evaluation method that is the method of cloud gravity center,in order to find out the shortcomings of current quality management of military informationization training and give the targeted improvement measures and suggestions.The method of expert scoring and quantitative and numerical treatment can obtain the accurate measure values which relfect the training effect of all kinds of indexes.The paper can help to find out the current situation and development trends of military informationization on training management and get a clear picture of the factors affecting the training quality and effect which provide the feasible evaluation index system and evaluation methods for the informationization training management and its quality evaluation in army.The research is beneficial to improve the overall management level of informationization training and training quality.
