In order to comprehensively enhance the political literacy and professional ability of tax cadres and build a high-quality cadre team to meet the needs of modern tax development,on the basis of the regulations on cadre education and training,the State Administration of Taxation has issued the 2018-2022 plan for cadre education and training of the national tax system in combination with the characteristics and development needs of the cadre team,continued to promote the strategy of "strengthening tax by talents" and walked out a path in line with the reality of tax cadres,The way of cadre education and training with remarkable characteristics.While achieving good results,we should also note that there are still many factors that restrict the healthy development and effect transformation of grass-roots law enforcement cadre training,and the weak evaluation of training effect is one of the important factors.How to make the education and training work better,we need to find out the problems existing in the training through research and improve and optimize it.This paper selects the most representative grass-roots law enforcement cadres in the tax cadre team as the research object.Firstly,it focuses on the research background,significance,relevant concepts and the basic situation of the tax cadre team in city a,summarizes and compares the research status of experts and scholars at home and abroad,and selects the Kirkpatrick four-level evaluation theoretical model widely used in the field of training effect evaluation Through questionnaire survey,interview,statistical analysis and other research methods and data analysis techniques,this paper analyzes and studies the training of grass-roots law enforcement personnel in the tax system of city a from the four levels of the Coriolis four-level evaluation model.According to the survey results,the overall satisfaction of cadres with the training is in line with expectations,the training effect is more recognized,and the role of training in promoting work is gradually emerging.At the same time,there are still some problems,such as weak ability of organization,planning,evaluation and innovation of training,few means and insufficient depth.The main reasons are insufficient demand collection,weak pertinence,weak teachers,imperfect mechanism and system,lagging training effectiveness,imperfect reward and punishment measures,etc.Finally,combined with the excellent research results on training at home and abroad and the actual work of a city’s tax system,this paper puts forward a number of optimization suggestions from five aspects: paying attention to the application of demand analysis,strengthening the construction of teacher system of training institutions,strengthening training management,improving relevant systems and improving supply guarantee mechanism,hoping to provide reference for the education and training of a city’s tax system and promote the continuous improvement of the level of training work.
