Research On Construction The Autonomy Ability Of Poverty Alleviation-relocation Resettlement In Guangxi

Guangxi is one of the main battlefields of poverty alleviation throughout the country,and also a large province for poverty alleviation and relocation from inaccessibly.During the 13 th Five-Year Plan period,a total of 710,000 poor people were relocated and resettled.In recent years,Guangxi’s "Relocation of Poverty Alleviation and Relocation Project" gradually entered the stage of follow-up support after efforts,and the aim of this project also has shifting from "moving out" to "stable".At present,there are still many difficulties and challenges for grassroots party committee and government on how to stimulate the residents’ autonomy ability and push the poverty-relief immigration resettlement community governance.Based on this background,the article is use the theory of citizen governance and the social capital theory,taking the resettlement community B in NanDan,Guangxi as an example,attempts to reveal the deficiencies of residents’ autonomy ability in the relocation communities of poverty alleviation in guangxi.Through investigation and analysis,the article found that there are still many deficiencies in the construction of residents’ autonomy ability in resettlement communities,such as poor self-education effect,poor self-service ability,low resource integration ability,and lack of residents’ participation initiative and so on.The reasons for this phenomenon include practical reasons such as lack of economy,system and social capital,and residents’ personal consciousness and cultural quality.Therefore,in order to solve this problem,the article proposes four countermeasures: first,enhance the management ability of community organizations by organization construction;second,consolidate autonomous material guarantee by economic measure;Third,improve the effect of autonomy by cultivation of the residents’ own quality levels;Fourth,reshape the social capital of the residents in the community,stimulate the vitality of autonomy,and enhance the identity of the residents.
