| Relocation is a landmark project for poverty alleviation during the "13th Five Year Plan" period,and a major measure to help the poor get rid of poverty,enter a well-off society,and achieve common prosperity.During the "13th Five Year Plan" period,China’s relocation project for ex situ poverty alleviation has been fully completed,and ex situ poverty alleviation has entered the follow-up support stage.It is an important work for the follow-up support of ex situ poverty alleviation relocation to do a good job in Community Governance for ex situ poverty alleviation relocation and resettlement,and improve the lives of migrants.In April 2021,20 ministries and commissions,including the National Development and Reform Commission,jointly issued the Guiding Opinions on Practically Doing a Good Job in the Follow up Support of Relocation for Poverty Alleviation and Consolidating the Achievements of Poverty Alleviation,making an important deployment for the follow-up support work such as relocation,resettlement and Community Governance during the "14th Five Year Plan" period.The research on Community Governance of relocation and resettlement for ex situ poverty alleviation can not only explore a new model of Community Governance of relocation and resettlement for ex situ poverty alleviation,but also form new governance experience.As a new type of community born under the leadership of the government and rebuilt on the edge of cities and towns,the entire process of the relocation and resettlement community for poverty alleviation in different places from its birth to development has obvious government leadership.At the initial stage of the construction of relocation and resettlement communities for ex situ poverty alleviation,the government led single governance model was adopted,and a series of achievements were made in community construction.However,in the face of increasingly diversified Community Governance needs for relocation and resettlement for ex situ poverty alleviation,how the government effectively performs its functions and effectively solves the problems in Community Governance for relocation and resettlement for ex situ poverty alleviation is a problem that the government must consider at the current stage.Based on this,this paper takes Z County in Yunnan Province as the research object,adopts the literature research method,questionnaire survey method and field interview method,and uses the governance theory,service-oriented government theory,from the perspective of government functions,to study the performance of government functions in the Community Governance governance of relocation for poverty alleviation in Z County,Yunnan Province.It points out that in the process of Community Governance of relocation and resettlement for ex situ poverty alleviation,there are some problems in the performance of government functions,such as offside government management,imperfect public service supply,insufficient coordination of multiple governance subjects,low integration of social organizations,low participation of community residents,and lack of Community Governance talents.In order to comprehensively promote the Community Governance of relocation and resettlement for ex situ poverty alleviation and optimize the performance of government functions,it is proposed that the government of Z County in Yunnan Province should establish the concept of scientific Community Governance,improve community public services,strengthen the construction of Community Governance system,strengthen the participation and guidance of social organizations,enhance the cultivation of community residents’ subjective awareness and promote the construction of community cadres.To study and analyze the problems existing in the government’s performance of functions in the Community Governance of relocation and resettlement for ex situ poverty alleviation,and propose countermeasures to optimize the government’s functions in the Community Governance of relocation and resettlement for ex situ poverty alleviation,are of great significance for improving the effectiveness of Community Governance and comprehensively improving the living environment of relocated people. |
