Research On The Social Integration Of Migrants Relocated For Poverty Alleviation In Ethnic Area ——Taking The Centralized Resettlement Community Of Huangtukan In Jianshi County As An Example

During the "Thirteenth Five-Year Plan" period,ex-situ poverty alleviation and relocation completed the task of poverty alleviation for nearly one-fifth of the country’s poor population.In the new era,we must do a good job in consolidating the achievements of poverty alleviation and the effective connection of rural revitalization,and realize what General Secretary Xi Jinping said: "The problems that can be moved now are basically solved,and the focus of the next step is to be stable,to be employed,and to gradually become rich." The goal is to help poverty alleviation relocated people achieve high-quality social integration in the resettlement sites.Based on this,this study takes Jianshi County’s resettlement site for poverty alleviation and relocation as a case study,and through in-depth field investigation,analyzes the social integration status and predicament of poverty alleviation and relocation in the relocation community,and tries to propose a high-quality society for poverty alleviation and relocation integration strategies.In order to achieve the research goal,this paper starts from the connotation of social integration,mainly from the four dimensions of economy,politics,culture and identity integration,analyzes the status quo and dilemma of social integration of relocated people and puts forward corresponding countermeasures.In the selection of research cases,this paper selects centralized resettlement sites with a scale of more than 800 relocated residents for poverty alleviation as the field investigation sites,and takes the poverty alleviation relocated resettlers who have lived in the resettlement sites for a long time as the main research objects.The following findings are made:First,in the process of economic integration,after relocation,poverty alleviation relocated migrants face great changes in their livelihood,income and expenditure,and housing conditions.Second,in the process of political integration,the household registration status of the relocated migrants for poverty alleviation cannot be transferred,and there is a dilemma that there is not much political participation and the quality of political participation is not high.Third,during cultural integration,the shared understanding of what immigrants have done and the meaning of everything will change after relocation,and there will be a certain degree of cultural shock.Fourth,in the process of identity integration,poverty alleviation and relocation have certain obstacles to self-identity and external identity,showing the dilemma of ambiguous self-identity and low acceptance.The difficulties existing in the integration of the economy,politics,culture and identity of the relocated people for poverty alleviation all show the incompatibility of the relocated groups for poverty alleviation in the face of the new cultural environment.It is the result of the long-term urban-rural dual pattern of Chinese society.Based on the above findings,this paper believes that it is necessary to start from the economic,political,cultural,and poverty alleviation relocated residents themselves,and promote the participation of multiple subjects such as the government,enterprises,and poverty alleviation and relocated residents in the construction of ex situ poverty alleviation and relocation communities.Help solve the problem of economic integration by improving the education and training system and strengthening the construction and integration of the labor market;help solve the problem of political integration by building a political participation mechanism and breaking down barriers to political participation;by establishing a mainstream culture promotion mechanism and improving public cultural services Content,rebuilding formal and informal institutions and other means to help solve the dilemma of cultural integration;through strengthening emotional counseling,promoting participation in practice and other means to help solve the problem of identity integration.Although China’s urban-rural dual structure has a long history,it is difficult to resolve the barriers to the household registration system and land system in the short term.However,with the continuous improvement and improvement of the modernization level of the governance system and governance capacity in ethnic areas,the integration of relocated communities and towns will be realized,and the exchanges and integration between different social groups will gradually deepen.
