The "Strategic Plan for Rural Revitalization(2018-2022)" clearly points out that rural development should be planned according to its own geographical location,resource conditions,development level and other characteristics,and must conform to the objective laws of village development.The idea of characteristic protection,relocation and merger is to choose different development methods according to different types of villages,instead of "one size fits all".Among them,ex-situ poverty alleviation and relocation is a key and difficult problem in the "five batches" targeted poverty alleviation project in the new era of poverty alleviation.The relocation work should take "stable,integrated,and rich" as the overall goal.The case community selected in this paper is composed of many relocated and merged villages,and mainly studies the identity of the relocated farmers.Taking the identity of the relocated farmers as the starting point,this paper uses the in-depth interview method and participatory observation method to conduct interviews with 7 village committees,1 property management company,50 relocated households,etc.,a total of 92 interviewees.The resulting raw data were organized and embedded in grounded theory for qualitative analysis.First of all,according to the information transmitted by the respondents,this paper generally divides their identities into two categories: economic identity and social identity.Secondly,through grounded theoretical analysis,it is concluded that the income and expenditure situation of the relocated farmers’ families has improved,the family financial situation has been optimized,and the family economic risks have been reduced.However,the rapid changes in life have caused some relocated farmers to have mixed feelings of social identity in terms of ideology,culture,lifestyle,and the transformation of their civic identity.Thirdly,this paper comprehensively uses the original interview data and the analysis of grounded theory to find out the identity problems faced by the relocated farmers,which are embodied in the slow development of ideological identity,serious lag in cultural identity,rapid change of living habits,and erratic identity.Finally,combined with the conclusions obtained from the grounded theory,in view of the problems existing in the identity of the relocated farmers,corresponding improvement measures are put forward from three dimensions:one is to adhere to the principle of fair governance and provide basic public services accurately;the other is to improve the level of community governance and build a citizen identity The third is to reconstruct the ideological and cultural system and guide the relocated farmers to form a positive sense of identity.Helping the poor people to get rid of the limitation of development space through relocation is only the first step in poverty governance.It is to ensure that the relocated farmers quickly integrate into their new lives and improve the happiness and sustainability of the relocated farmers in their new residences.The key to poverty alleviation and relocation work.Paying attention to the overall material and spiritual development of poor people after their relocation and relocation,and guiding them to form a comprehensive and positive identity is an important issue for the follow-up poverty alleviation work.
