A Study On The Functions Of Grass-roots Government In The Community Governance

The functions of grass-roots government in participating in community governance include coordination,guidance and supervision.From the perspective of practice,there is still no clear standard for what role the grass-roots government should play and what role it should play.As a result,the phenomena of "Absence","Dislocation" and "Offside" of the government in the community governance are intertwined,and the grass-roots workers are not suitable when performing their duties,which to a certain extent affect the effectiveness of social governance in China.In this thesis,the grass-roots government of Z city is taken as the research object.By selecting and analyzing representative cases and using the method of questionnaire survey to analyze the satisfaction of the owners to the grass-roots government’s participation in community governance,it is found that the grass-roots government of Z City fails to adapt to the process of social change,effectively resolve market defects and effectively solve the owner’s autonomy anomie.The reason is that the role of the grass-roots government is not clear,the community governance system environment is not established,and the way of the government to perform its functions is not adjusted in time.Finally,combined with the theory of the relationship between the state and society,the theory of government reconstruction and the theory of polycentric governance,the thesis puts forward the path of optimizing the grassroots government functions during community governance.
