Research On The Innovation Path Of Public Government Affairs Of The Grass-roots Government In The Internet Vision

Openness in government affairs is a bridge between the government and the people,an effective way to protect citizens’ rights in accordance with the law,and an important measure to deepen the reform of "delegating power,delegating power,and improving services" and build a service-oriented government.With the acceleration of economic and social development,and of the citizen’s political rights consciousness is becoming more and more strong,the political life of the participation of more and more is also high,especially with the development of Internet technology,big data,the intelligent application of technology widely,growing desire of citizen participation in government affairs public,mode of government affairs public and content are also put forward higher requirements.Therefore,in the Internet environment,how to make full use of information technology,big data,network platform and other means and media to better improve the level and ability of grass-roots governments to open government affairs and build a service-oriented government in an all-round way has become an important part of the problem for grass-roots governments to improve their social governance ability.This article is based on the perspective of new public service theory to research the grassroots government affairs public,adopt literature research,case analysis,field investigation method,three ways to P street in J city as an example,the perspective of the Internet supply further exploration on the current situation of the work of government affairs publicity,from the ideological understanding,staffing,the problem of the laws and regulations of the empirical research,In addition,this paper makes an in-depth analysis of the reasons for the above problems,and puts forward some countermeasures and suggestions for the innovation of the open path of grass-roots government affairs under the Internet perspective.This paper finds that the openness of government affairs at the grass-roots level is affected by the level of local economic and social development.At present,the problems existing in the openness of grass-roots government affairs mainly include: the scope of openness is narrow,the way of openness is simple,the content of openness is not rigorous,and the timeliness of openness is not strong.The main reason for the existing problems is that the current policies,regulations,systems and mechanisms can not meet the needs of the actual work.On this basis,this paper puts forward the innovation path: ideological understanding innovation,team construction innovation,assessment mechanism innovation,digital government construction,publicity and mobilization innovation,perfect legal system and other six aspects of countermeasures and suggestions,hoping to provide reference for the development of grass-roots government affairs openness.
