Research On The Dilemma And Countermeasures Of Grass Roots Government Function Transformation In Urban Community Governance

After the Third Plenary Session of the 18 th CPC Central Committee put forward the concept of "building a national governance system",urban community governance,as the basic unit of society and an important part of social governance,has received extensive attention from all walks of life.As one of the governance subjects in urban community governance,the grassroots government occupies the central axis of collaborative governance,has a legal status,and is the most influential subject in urban community governance.Extremely important.In the report of the 19 th National Congress of the Communist Party of China,it is proposed to "transform government functions,deepen the streamlining of administration and delegate powers,innovate supervision methods,enhance the government’s credibility and execution,and build a service-oriented government that the people are satisfied with".However,in practice,there is a crux of "administrative" in the grass-roots government in urban community governance in my country.The root cause is that the transformation of grass-roots government functions is not in place.Due to the inappropriate degree,emphasis and method of functional transformation,the functional transformation of the grass-roots government has fallen into the predicament of "offside","absence" and "dislocation".Therefore,in order to promote the healthy development of urban community construction,solving the dilemma of the transformation of grass-roots government functions and accelerating the transformation of grass-roots government functions are the core,the key to improving the efficiency of government governance,and the focus of realizing the modernization of the national governance system and governance capacity.Based on this,this paper takes the dilemma and countermeasures of the transformation of grass-roots government functions in urban Community Governance as the research object,under the guidance of the new public service theory,the polycentric governance theory,and uses the questionnaire survey method and interview method to carry out the research.This paper selects District B of Tianjin as the main research object.Through investigation,it is found that in the urban Community Governance of District B of Tianjin,although there is some progress compared with the past,there are still many problems,such as unclear division of grass-roots government functions,imperfect financial mechanism and so on.These problems are also widespread drawbacks in China’s urban Community Governance.Therefore,in the process of constantly promoting urban Community Governance and the transformation of grass-roots government functions,how to use government power to promote the evolution of autonomy and how to gradually eliminate the administrative color of autonomy are issues that must be considered.Through research,the author believes that transforming the concept of grassroots government governance,clarifying the positioning of grassroots government functions,improving grassroots government incentive mechanisms,constructing a scientific and reasonable financial system,and establishing a systematic assessment and accountability supervision mechanism are valuable practical routes for the future transformation of urban governance in China.
