| Community is the foundation of society,the "last kilometer" of urban governance,and plays an important and special role in the process of national urban development.The fifth Plenary Session of the 19 th CPC Central Committee set the overall goal of "significantly improving the level of social governance,especially at the grassroots level" during the 14 th Five-year Plan period.In practice,under the leading role of grassroots government departments,urban community governance has made some progress.However,in some economically and socially underdeveloped areas,how to further optimize the function of grassroots government departments and solve the problems of urban community governance is still an important issue that needs to be solved urgently.Based on this,this paper mainly adopts literature research method and field research method,and applies the new public service theory to study the function of grass-roots government in urban community governance in Z County,S Province.The thesis consists of an introduction and four chapters.The introduction mainly expounds the background and significance of the research on the play of grass-roots government functions in urban community governance,and summarizes relevant research at home and abroad.The first chapter introduces the core concepts and relevant theoretical basis of urban community governance and basic government functions.The second chapter expounds the general situation of urban communities in Z County and the current situation and main results of grass-roots government functions in urban community governance.The third chapter deeply analyzes the main problems and causes of government functions in the urban community governance of Z County.The fourth chapter,according to the problems and causes mentioned above,puts forward the path of optimizing the function of grass-roots government in urban community governance.Based on the investigation and research on the function play of grass-roots government in the practice of urban community governance in Z County,S Province,this paper finds that although urban community governance in Z county has achieved certain results in political guidance,organization coordination and management services,it generally pays little attention to urban community governance.There are still some problems such as the offside,dislocation and absence of the function of the grass-roots government,and the lack of resource guarantee and guiding function.Therefore,the author thinks that we should start from the local economic and social development level and urban community governance level of Z County,and realize that Z County is currently in the initial stage of urban community governance,and the grass-roots government shoulders great responsibilities in urban community governance.It not only needs to play a leading role in the process of urban community governance,but also needs to further strengthen the policy supply and supervision functions,guarantee and service functions,Cultivating and guiding functions of grass-roots government departments. |
