A Study On The Optimization Of Grass-roots Government Functions In Rural Industrial Vitalization

The 19 th National Congress of Communist Party of China put forward the strategy of rural vitalization,and according to the present situation of the rural development in new era,from industry,ecology,local custom,governance life,the prosperous industry,ecological livable,local custom civilization,effective governance,life objectives such as rich as a new era of the party and the state to implement the strategy of rejuvenating the country general policy.Rural industry revitalization is not only an important driving force for the implementation of the rural revitalization strategy,but also the key and difficult point of the implementation of the rural revitalization strategy.The function optimization of the grass-roots government plays a crucial leading role in carrying out the strategy of rural industry revitalization.Therefore,the study and analysis of the optimization of primary government functions in the revitalization of rural industry is not only an effective response to the academic theoretical research hotspots,but also has important practical significance to further optimize the functions of primary government in the revitalization of rural industry.Under the background of rural vitalization strategy,this paper focuses on the optimization of grass-roots government functions in rural industrial vitalization.Taking X County,Guangxi as an example,it mainly studies the optimization of grass-roots government functions in rural industrial vitalization by using method as literature research,questionnaire survey,case analysis and interview,and analyzes the internal logic and influencing factors of X County’s government performance in rural industrial vitalization by using industrial development theory,government function theory and collaborative governance theory.There are some problems in the vitalization of rural industry in X County,Guangxi,such as insufficient government guidance,insufficient multi-linkage of overall planning and coordination,and inadequate implementation of regulatory functions.And find out the reasons from the aspects of insufficient combination of government guidance and market leadership,imperfect coordination mechanism among government departments,and insufficient supply and service capacity.Finally,put forward some countermeasures and suggestions to optimize the functions of grass-roots government in rural industrial vitalization from the aspects of promoting the organic combination of government guidance and market leading,strengthening the coordination function of government departments,and enhancing the supply capacity of public services.The innovation of this paper lies in the fact that at present,most of the research perspectives on rural industrial development focus on the necessity,development dilemma,path selection and institutional supply of rural industrial vitalization,while there is still a lack of research on promoting rural industrial development from the perspective of grass-roots government’s performance of duties in rural industrial development.Therefore,this research aims to provide a new perspective for rural industrial vitalization and development.
