A Study On The Difficulties Of Basic Level Petition In D Town Of B City From The Perspective Of Intergovernmental Relations

With the acceleration of the pace of economic development,the political pattern has also produced earth shaking changes,and problems in the governance of the country have emerged.Social contradictions and conflicts are increasingly prominent,and the governance of letters and visits in China,especially at the grass-roots level,is facing great challenges.After the Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China,the requirements for the government’s governance ability and means are stricter.In this paper,the game theory is used to effectively combine the petition work,carry out special research on the Public choice theory and how to carry out grassroots petition,and take D town of B city in Western China as the main research object.Based on a large number of domestic and foreign literature,the author analyzes the research object in all aspects,and finds out that many kinds of petition matters involving cooperative governance between township and county departments cannot be settled in the normal process,which is long-standing and overstocked,leading to a large number of tangled visits and cross-border visits,which greatly restricts the performance of D town’s petition governance,and seriously crowding out the performance of D town’s petition governance D town’s administrative resources are the main manifestation of D town’s petition dilemma.Through the investigation and game analysis of typical cases of D town’s letters and visits,we find that the main reason for the dilemma lies in the cooperative relationship between the township and the county departments.Finally,through the introduction of KMRW reputation model,this paper analyzes the factors that affect the stability of the cooperation mechanism and puts forward countermeasures and suggestions to build a stable cooperative governance mechanism of letters and visits,including:(1)extending the legally binding cooperation cycle;(2)strengthening the communication among the members of letters and visits governance cooperation;(3)improving the punishment mechanism;(4)improving the incentive guarantee system;and based on the service From the perspective of "model government",some suggestions are put forward to enhance the ethical care of petition governance.Through these measures,we can provide some help to the grass-roots petition work and to deal with the relationship between the government,and contribute to strengthening the national governance capacity and the modernization of the governance system.
