A Study On Grass-roots Governance From The Perspective Of Meta-governance Theory

The quality of grass-roots governance directly affects the quality of life of residents,with the acceleration of urbanization process in China,the quality requirements of residents to grass-roots governance gradually improve,the current governance model has been unable to adapt to the current new situation,resulting in high governance costs,leading to increasingly prominent social contradictions.From the current governance results and years of governance experience,the traditional government-led,big-scale approach has no longer adapted to the new social needs,and the resulting model of pluralism and common governance has different governance subjects difficult to coordinate and cooperate,inefficient governance,the plight of the proliferation of contradictions.On the way to explore grass-roots autonomy,there are bottlenecks due to the low capacity of residents for self-government.This fully shows that it is difficult to solve the current social governance dilemma,whether it is decentralization or the shift of the governance center of gravity.Meta-governance,that is,"governance in governance",can effectively break through the governance bottleneck and solve governance problems.This paper selects F-city P-street as a representative grass-roots case as the research object,carries out in-depth research from the basic situation of P-street,the governance subject and the governance means,and taps to find out the current problems of P-street grass-roots governance,on the basis of which the theoretical framework of meta-governance analyzes its causes and proposes solutions,and strives to obtain the research conclusions which are universal and operable under the premise of applying to the background of P-street in F-city.The article is divided into six parts,the first part is the introduction,mainly introduces the background and significance of the topic selection,research content and methods,and the research results in related fields are briefly summarized and summarized.The second part defines the basic concept,carries on the theoretical explanation,focuses on the origin,main point of view,the application in this paper to explain and analyze.The third chapter systematically describes the basic situation of Street P in F City,especially the governance situation.In order to obtain more objective,in-depth and true data and materials,the author conducted interviews with 10 people in five identities,including street cadres,community cadres and residents under the jurisdiction while consulting the data.The fourth chapter,from the perspective of meta-governance theory,finds the existing problems of grassroots governance in P Street and analyzes the causes of grassroots governance problems in P Street in F City.The fifth part is to use the theoretical results of meta-governance,in view of the F-city P street grassroots governance problems and the causes of the problems,to optimize the governance methods.The sixth part summarizes the full text and looks forward to it.
