Study On The Problems And Countermeasures Of The Grass-roots Petition Work

Petition is the unique expression mechanism of public opinion in China,petition governance is an important part of social governance.Petition work at the grass-roots level is an important means for the Party and the government to keep close contact with the masses and safeguard their interests,the quality of the grass-roots handling of petition work directly affects the social harmony and stability.The Third Plenary Session of the 18 th Central Committee of the Communist Party of China made a comprehensive plan for deepening reform in an all-round way,in recent years,the CPC Central Committee and the State Council have successively introduced a series of measures to reform the system of petition work,focusing on building sunshine petition,responsible petition and legal petition,the petition work has been further standardized,informationalized and legalized,the overall situation of petition work continues to improve,but a large number of disharmonious factors still exist,the interests of the masses demand diversity and the issue of letters and visits is complicated,the grass-roots petition work is still facing a severe test.There are some outstanding problems in the current petition work at the grass-roots level in China,it’s mainly in the way the limited functions and powers of grass-roots petition departments、the imperfect construction of online petition work system、it is difficult to deal with mass incidents、and the phenomenon of indiscriminate litigation and petition still exists、petition “end without end”、the construction of grass-roots petition team needs to be strengthened;this requires comprehensive measures from three levels of ideology,organization and working mechanism to improve the level of grass-roots petition work.At the ideological level,we should have a correct understanding of petition work and establish a people-centered concept of petition work;at the organizational level,efforts should be made to improve the governance capacity of grass-roots governments,build a scientific grass-roots petition work system,strengthen the construction of the cadre team of petition work at the grass-roots level,set up a database of petition experts,and cultivate a civilized and harmonious culture of petition;at the working mechanism level,we need to insist on managing petition according to law,establish the source prevention mechanism,strengthenthe construction of the online petition work system,improve the mechanism for resolving petition in various ways,and perfect the determination of the termination of petition issues.
