Research On Treatment Of Grass-roots Petition

Petition system is one of China’s unique political systems, which was originally designed toprovide channels for the expression of interest for the people, and also to give the masses thepath to supervise administrative organs and their staff. Petition system in the past has beenplaying three functions, that is, political participation, the right to relief, to resolve disputes andhas made a great contribution to social safety, especially in "bringing order out of chaos" stageafter the Cultural Revolution But after the reform and opening up, with the China’s rapideconomic development, the society entered a transition period, along with the transition period isa benefit differentiation and competition, which cause more farmers to petition to thegovernment. In the nineties of the last century, farmers petition to the government because ofheavy burden and village leaders’ corruption. After the abolition of agricultural tax, farmers’petition decreased with the reducing of burden on peasants. However, more and more farmerspetition because of mountain and forest ownership dispute neighborhood disputes.In order to improve the Petition system in grass-roots government, we need to improve thePetition management system. For example, improving the Village People’s Congress system,offering farmers more smooth channels for the expression of interest; renewing interactionpetition mediation mechanism of county, township and village; establishing "farming village" aswell as to carry out the activities of “the agricultural situation, Township solution " to providemore convenient services platform for farmers to solve the problem; continuous reforming thejudicial remedies, administrative relief system, improving the judicial mediation mechanism toresolve law-related cases in the judicial system. This is not only a practical way to improve thePetition system in L town, but also an effective way for other grass-roots governments to managetheir Petition system.
